Minutes of the Meeting COMMUNICATIONS SYSTEM ADVISORY BOARD February 2 , 2005 5:30PM The Communications Advisory Board Committee was convened in open and public session on February 2, 2005 at 5:30 PM, in the Sarpy County Board Meeting Room. The following members, alternates or representatives were present: Rod Buethe, Mark Wayne, Travis Mayer, Bob Roseland, Kevin Pokorny, Len Houloose, Steve Betts, Jeff Strawn, Bob Lausten, Kirk Schuster, Dale Tedder, John Stacey. Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk’s Office. All proceedings were taken while the convened meeting was open to the attendance of the public.
Buethe moved, seconded by Wayne, to approve the minutes of the November 3, 2004 meeting.
Director's Report: A report was submitted for former Director Peterson regarding: radio upgrade project, Emergency Management and the homeland security grant program, Phase 2 wireless capability, and Peterson’s appreciation to the advisory board during the nine years of his tenure. Lausten had a question regarding the radio templates. After discussion, Betts advised he would be the point of contact for all radio upgrade issues.
President’s Report: President Mayer had no report.
Subcommittee Reports: John Prince, Sarpy County Information Systems, updated the members regarding software issues including FRMS, reports for average response times, finalizing EMS/Fire electronic submission for 2004, Printrak upgrades and Mobile Data Computers.
Appointment of Committee as per Bylaws: Wayne briefed the board regarding the hiring process. President made the following committee appointments: Mayer, Stacey, Yost, Betts, Strawn, Lausten and Wayne.
Once again, it was reiterated that if there are issues concerning the functionality of the Board, it needs to be presented to the entire board for discussion and resolution.
Radio Issues: Roseland requested an update on their extra radios. Council Bluffs requested Sarpy County radio channels to be added to their Mobile Command Vehicle. Strawn moved, seconded by Roseland. Motion passed unanimously.
Due to the weather conditions in January, the meeting had been moved to February. In order to get the meetings back on schedule, the next Advisory Board meeting will be held on March 2, 2005.
Wayne introduced Lisa Rink as EM grant writer. Discussion followed. There will be a point person – one from each Law and Fire/Rescue agency to assist in the process. Rink may be contacted at lrink@sarpy.com or 593-5955.
Joe Mastandrea briefed the board on Emergency Management issues: training exercise on March 11th & 12th, LEOP, and Tornado Spotter training on March 22nd.
Tentative notice of meeting of selection committee: February 16th at 1:45 p.m. in Mark Wayne’s office. More information will follow later.
After determining the agenda for the March 2, 2005 meeting, Lausten moved, seconded by Buethe, to adjourn at 6:29 P.M. Motion passed unanimously.
