Minutes of the Meeting

COMMUNICATIONS SYSTEM ADVISORY BOARD

July 11, 2007

 The Communications Advisory Board Committee was convened in open and public session on July 11, 2007 at 5:30 pm, the Sarpy County Board Room.  The following members or alternates were present:  Rich Uhl, John Stacey, Rod Buethe, Pat Archibald, Mark Wayne, Steve Betts, Brett Schwasinger, Leonard Houloose, Travis Mayer, Ed Monnier, Jeff Strawn, and Rolly Yost.  Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times.  Copies of Proofs of Publication are on file in the Sarpy County Clerk’s Office.  All proceedings were taken while the convened meeting was open to the attendance of the public.

 

Stacey moved, seconded by Buethe, to approve the minutes of the May 2, 2007 meeting.  Motion passed unanimously.

 

Director’s Report:    Lavelle reported that he had received the budget for FY 2008 back from the Fiscal Administrator.  He reported that the request for the Crime View software had been cut.  Betts asked if the paging upgrade would be funded this FY. Lavelle stated that the line item containing that equipment would be reviewed by Neil Johnson. Lavelle advised that he would be having a meeting on July 13th regarding Codespear. 

 

Codespear  -  UASI funds will be used to upgrade part of the telephone system.  The 500 licenses for Sarpy County will be assigned by working from the LEOP with Law and Fire given extra considerations. The configuration of the system will allow multiple counties to share but remain independent from one another. Sarpy’s licenses we own won’t affect Douglas and Washington licenses.  

 

Lavelle reported that there are currently two dispatcher vacancies.  New hire testing will begin July 30th.  Start date for the two new hires will probably be September 10th.  Testing with OnStar is still ongoing.  No news of ongoing capital improvements in regards to new center.

 

Election of Officers:  Motion made by Houloose seconded by Stacey to nominate Bill Bowes for President.  Stacey nominated Lausten seconded by Houloose.  Motion made by Stacey seconded by Houloose to close nominations.  By show of hands Lausten was elected president.  Motion made by Houloose to nominate Rolly Yost as Vice President.  Yost declined.  Rich Uhl was nominated by Pat Archibald seconded by Houloose.  Motion made by Houloose seconded by Stacey to close nominations.  Uhl elected as Vice President by unanimous vote.  Motion made by Houloose seconded by Stacey to nominate Mark Wayne as Secretary.  Motion made by Stacey to close nominations.  Wayne elected as Secretary by unanimous vote.  Election of officers completed.

 

Lavelle advised the group that the “Help a Firefighter” or “May Day” SOG has still not been approved by the fire chiefs.  Marilyn Gable will resend all fire chiefs the draft copy.  Lavelle also advised the group that the dispatch supervisors will be meeting with the law enforcement representatives on July 12th.

 

Subcommittee Reports:  None.

 

General Reports:  Elmer Martin advised that new computers have been installed at each workstation in the communications center.  Elmer is also working on the GIS to ATM integration. 

 

Steve Betts advised the group that with the XTS5000 radios a problem has come up with coverage and could be an issue of power level setting.

 

Neil Johnson advised the Raven interoperability project is still ongoing.  Currently working on medical helicopter issues and testing seems to be going well.  Johnson introduced Jim Tracey to the group as the Communications Specialist.  Lavelle advised that Jim will be invaluable when it comes to the rebanding of the 800 radios.  Each radio will have to be touched as least twice. 

 

Emergency Management:  Lavelle advised the group that there is software and on-site training available if the group is interested. There will be no cost for this training. “Cirus” is a firm that trains first responders to the hazards presented when responding to a downed aircraft outfitted with a parachute that has not deployed.

 

Nebraska Pipeline Awareness – There are training sessions available to first responders provided by the Nebraska Pipeline Association.

 

Chief Bowes has sent out information on responder training scheduled for August 7-9.

 

There was a short discussion on the reallocation of the 2005 funds.  LETTP funds are still up in the air.

 

Motion made by Stacey seconded by Betts to adjourn the meeting at 6:08 pm.
