Minutes of the Meeting

COMMUNICATIONS SYSTEM ADVISORY BOARD

March 7, 2007

The Communications Advisory Board Committee was convened in open and public session on March 7, 2007 at 5:30 pm, in the Sarpy County Board Meeting Room.  The following members or alternates were present:  Steve Betts, Pat Archibald, Rod Buethe, John W. Stacey, Leonard Houloose, Ed Monnier, Brett Schwasinger, Bill Bowes, Mark Wayne, and Bob Lausten.  Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times.  Copies of Proofs of Publication are on file in the Sarpy County Clerk’s Office.  All proceedings were taken while the convened meeting was open to the attendance of the public.

Houloose moved, seconded by Buethe, to approve the minutes of the January 3, 2007 meeting.  Motion passes unanimously.

Director’s Report:  Lavelle reported that Plattsmouth Fire Department was up and running on mobiles in their medical units.  Larry was not sure on Ralston Public Works request.  Nebraska Game and Parks Commission has also made a request for radio use on our system.  They have been referred to the Sheriff’s Department.  Testing phase is ongoing with the high performance data equipment that the Sheriff’s Department is running one MDC on at this time.

Lavelle reported that those public safety agencies in the county can operate under the current Sarpy County 4.9 GHz license. Papillion police are considering the use of 4.9 GHz to download video files from their cars to their server. The equipment and engineering concerns were discussed.

Code Spear project slowed a bit but the contract is being finalized. Wording changes were necessary due to the company being acquired by Federal Signaling Corp. 

Racal recorder went down today at approximately 1500 hours and back in service at approximately 1715 hours.  It also is nearing end of life.

Subcommittee Reports:  None.

General Reports:  Work has been completed in regards to time zone change for daylight savings time changes.

Emergency Management:  Evacuation was necessary night of February 22nd for residents on Vencil’s Island.  A command post was set up at the Gretna shops. OPD’s helicopter, Able One, was used to assist the Sheriff’s boat team.

Neil Johnson reported that the Mobile Data infrastructure went down. The necessary controller was replaced by Motorola and the system is up and running at this time.

Mark Wayne advised that inter-local agreement expires in 2 years.  County has already begun preliminary meetings on new agreement. They are reviewing other agreements in the area and collecting data for comparison purposes.

Stacey moved to adjourn, seconded by Betts.  The meeting was adjourned at 6:15 pm.
