Minutes of the Meeting

COMMUNICATIONS SYSTEM ADVISORY BOARD

May 2, 2007

 

 

The Communications Advisory Board Committee was convened in open and public session on May 2, 2007 at 5:30 pm, in the Sarpy County Board Room.  The following members or alternates were present:  Bill Bowes, Brett Schwasinger, Dave Gifford, Steve Betts, Pat Archibald, Mark Wayne, John W. Stacey, Bob Lausten, Leonard Houloose, and Ed Monnier.  Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times.  Copies of Proofs of Publication are on file in the Sarpy County Clerk’s Office.  All proceedings were taken while the convened meeting was open to the attendance of the public. 

Houloose moved, seconded by Lausten, to approve the minutes of the March 5, 2007 meeting.  Motion passes unanimously.

Director’s Report:  Lavelle reported that the budget for FY 2008 had been turned in and all representatives should have gotten a copy.  Betts asked if upgrading the fire paging system was included and Lavelle advised it was included in Radio Repair line item.  John Prince advised that there is a new product out called Crime View, which is software to enhance law enforcement and fire agencies with data collection from CAD and LRMS.  The cost is $290,000.  This item was not included in the 2008 budget request. A motion was made by Lausten and seconded by Gifford to add this item to the budget request for FY08 and to approve budget for FY08. 

Lavelle reported that a resignation was received today bring total qualified dispatchers to 30, a shortage of 2.  There is no timeline for hire and training will begin. 

Lavelle reported that a messaging piece for the courthouse phone system has been requested from Avaya at a cost of $39,048 (included in FY08 budget).  The Viper upgrade installation does not yet have a confirmed date set.  Wireless fund will be used for covering the cost. OnStar has advised that it now possible for them to pass a call previously screened to determine a valid need for emergency response, to the designated PSAP utilizing the PSAP’s 9-1-1 trunk lines.  This improvement will not only get the emergency call to the proper PSAP in a more expeditious manner, it will provide important visual display of caller-related data.

They would like to begin testing soon.

Lavelle advised he has been working with Povondra on a capital improvement plan for the expansion of the current 9-1-1 Center/EOC or possibly a new building.

Lavelle reported that the Raven switch was UASSI funded and that it will enhance interoperability.  Testing is being done and instructions will be provided as well as a live demo at the July 11th meeting.

Lavelle also advised that the Offutt AFB Air Show is May 4-6, 2007.  A communications plan has been put together.  A temporary ring down connection from Offutt Tower and Offutt Fire Department has been placed in the Communications Center.

Subcommitte Reports:  None.

General Reports:  John Prince advised that the LRMS 5.3 to 5.5 upgrade is complete.  Training arrangements need to be made with John in regards to the FRMS MDC equipment.  Prince also advised that he had received a call from an officer at Offutt who had seen the NCJIS website and LRMS and wanted to know how to access. 

Nebraska Game and Parks have a request for use on system as well as Ralston public works.  Motion made by Stacey, seconded by Houloose, to allow on system.  Motion carried unanimously.  The Ralston Public Works template will be finalized with the help of Pat Archibald.

Emergency Management:  Position of Program Manager is still open.  Lavelle is working with Douglas County EM on their open position as well.  Lisa Rink has been working with NEMA REP training most recently with Bellevue Volunteer Fire.  LEOP updates for 07 are due in July.

Houloose moved to adjourn, seconded by Lausten.  The meeting was adjourned at 6:10 pm.
