COMMUNICATIONS SYSTEM ADVISORY BOARD

Minutes of the March 7, 2001 Meeting


The Communications Advisory Board Committee was convened in open and public session on March 7, 2001, at 5:30 PM, in the Sarpy County Board Meeting Room. The following members or alternates were present: Steve Betts, John Stacey, Mark Wayne, Travis Mayer, Pat Archibald, Rod Beuthe, Len Houloose and Paul Schultz. Absent: Dean Addleman, Papillion Fire Chief, Louis Post and Pat Thomas. Also present were Mike Mann and Rolly Yost. Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk’s Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

Tramp moved, seconded by Wayne, to approve the minutes of the January 3, 2001 meeting.  Motion passed unanimously.

Director's Report: Peterson reported that Communications Center personnel consist of 28 qualified, 3 in training, out of an authorized strength of 32. Due to the staffing shortage, overtime expenses will be $50,000 over budget. An additional IS Support person will be requested in next year’s budget. There were no 800 MHz problems reported since the last meeting. Users should report any noted. KPTM will build another tower southwest of the tower housing the communications system west site, and will be liable to correct any interference that this causes. Due to Y2K issues, Motorola will the replace the Badger Alarm System with a $151,000 MOSCAD System at no cost. No timeline is available for installation of a Sarpy County 800 MHz radio on the OPD Helicopter. John Prince updated the Board on CAD/LRMS-FRMS projects.

The President opened discussion on the number of 9-1-1 misdials, currently averaging 300 a month. Peterson stated that despite differing needs, all departments are currently responding to all misdials. He proposed continuing creating an IR, dispatchers noting the reason for the misdial, giving response discretion to the law enforcement agency’s supervisor, and logging the outcome. Stacey proposed that dispatch always give the call history at misdial addresses. Schultz, Houloose and Yost stated that their respective agencies would continue responding to all misdials.

 

After determining the agenda for the May 2, 2001 meeting, Betts moved, seconded by Buethe to adjourn at 5:55 P.M. Motion passed unanimously.
