COMMUNICATIONS SYSTEM ADVISORY BOARD
The Communications Advisory Board Committee was convened in open and public session on July 3, 2002, at 5:30 PM, in the Sarpy County Board Meeting Room. The following members or alternates were present: Pat Archibald, John Stacey, Travis Mayer, Hines Smith, Tom Koksal, Rod Beuthe, Bob Roseland, Rolly Yost, and Brian Hanson. Absent: Len Houloose, Rich Schmitz and Louie Post. Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerks Office. All proceedings were taken while the convened meeting was open to the attendance of the public.
Mayer moved, seconded by Beuthe, to approve the minutes of the May 1, 2002 meeting. Motion passed unanimously.
Director's Report: Dan Peterson reported no problems with the 800 MHz system since the last meeting. The Plattsmouth PD study is proceeding, and they will contact us when their study is complete. FY 2002 ended with $65,000 carrying over to FY 2003, so the actual prorata costs shares for the cities and the county will be slightly less than projected earlier. The Offutt AFB Airshow Exercise will be held on July 27, and the Airshow will be held on August 24 and 25. During the Airshow Exercise we will demonstrate our new ability to patch the Offutt Trunked Communications System with the Sarpy County Trunked Communications System. During the May 1 meeting the Communications System Advisory Board authorized Peterson to write a letter to the cities and the county regarding the age of the system and the Bylaws requirement for system upkeep. Smith moved, seconded by Hanson, to send the letter to the mayors, County Board and city councils. Motion passed unanimously.
The President reported that, according to the bylaws, a new President must be elected.
A County False Fire Alarms ordinance will be requested by the Fire Chiefs. Bellevue and LaVista already have such ordinances. The chiefs will propose a draft ordinance to the County Board for adoption by resolution. Peterson and Hanson will investigate how such an ordinance would be administered.
Stacey opened nominations for President. Archibald nominated Len Houloose, seconded by Stacey. Hearing no other nominations, Smith moved, seconded by Mayer, to close nominations and elect by voice acclamation. Motion passed unanimously. Stacey opened nominations for Vice President. Beuthe nominated Archibald, seconded by Smith. Hearing no other nominations, Smith moved, seconded by Mayer, to close nominations and elect by voice acclamation. Motion passed unanimously. Stacey opened nominations for Secretary. Mayer nominated Mark Wayne, seconded by Archibald. Hearing no other nominations, Smith moved, seconded by Mayer, to close nominations and elect by voice acclamation. Motion passed unanimously.
After determining the agenda for the September 4, 2002 meeting, Smith moved, seconded by Hanson to adjourn at 6:05 P.M. Motion passed unanimously.
