Minutes of the Meeting

COMMUNICATIONS SYSTEM ADVISORY BOARD

July 2nd, 2003

5:30PM

The Communications Advisory Board Committee was convened in open and public session on July 2nd, 2003, at 5:30 PM, in the Sarpy County Board Meeting Room. The following members or alternates were present: Len Houloose, Rod Buethe, Bob Roseland, Pat Archibald, Bob Lausten, Mark Wayne, John Stacey, Jeff Strawn, Travis Mayer, and Kirk Schuster. Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times.  Copies of the Proofs of Publication are on file in the Sarpy County Clerk’s Office.  All proceedings were taken while the convened meeting was open to the attendance of the public.

Buethe moved, seconded by Stacey, to approve the minutes of the May 7th, 2003 meeting.  Motion passed unanimously.

Director's Report: Peterson reported no problems with 800MHz radio system since last meeting. Expired license is being resolved, conflicting applications have been withdrawn.  The FY04 Budget projected shortfall of $80K was high—actual amount was about $39K.  Budgets will be returned from fiscal committee on July 8th. Amount initially planned should be close to amended amount. However, negotiations remain to be completed for dispatcher salaries. Members will be notified by phone of any significant budget changes. A summary of the status of the Statewide radio system was presented. SCAN’s decision was for an 800 MHz system with a conventional VHF overlay. A possible $6M grant for interoperable communications was presented (with Omaha as submitting entity). It’s questionable at this date, however, a 6.0 infrastructure upgrade for Sarpy could be possible at no cost. Nonetheless, we will continue to plan for a 3.0 upgrade in early spring 2004.  Finally, the LRMS upgrade to 5.0 Infotrak version will go live August 15th.

President Houloose had no report. There were no further subcommittee reports.  After determining the agenda for the Sep 3rd, 2003 meeting, Mayer moved, seconded by Lausten to adjourn at 6:15 P.M.  Motion passed unanimously.
