COMMUNICATIONS SYSTEM ADVISORY BOARD
The Communications Advisory Board Committee was convened in open and public session on Sept 4, 2002, at 5:30 PM, in the Sarpy County Board Meeting Room. The following members or alternates were present: Len Houloose, Travis Mayer, Rod Beuthe, Bob Roseland, Mark Wayne, and Steve Betts. Absent: Rolly Yost, Brian Hanson, Pat Archibald, John Stacey, Hines Smith, Tom Koksal, Rich Schmitz and Louie Post. Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerks Office. All proceedings were taken while the convened meeting was open to the attendance of the public. A quorum was not present for the transaction of business. The meeting was conducted for informational purposes only.
Wayne moved, seconded by Mayor, to approve the minutes of the July 3, 2002 meeting. Motion passed unanimously. (Formal approval required at next meeting with quorum attendance).
Director's Report: Dan Peterson reported no problems with the 800 MHz system since the last meeting. However, an HVAC failure in the courthouse transmitter room on August 24th resulted in failure of a power supply due to overheating. Status of the upgraded wireless bridge connection between the courthouse, Papillion, LaVista, and the Juvenile Justice Center was briefed. The FY03 Budget will be approved Sept 10th by the county board. No changes from that which was submitted in April. Results of the Offutt AFB Airshow Exercise held on July 27 were briefed. Our new ability to patch the Offutt trunked system with the Sarpy County trunked system was not exercised. On Aug 23, a fire communications summary sheet and complete set of Fire Dispatch Standard Operating Guidelines was sent to all fire chiefs. The director will get on the new Papillion Fire Chiefs schedule as soon as possible and inform him of the Advisory Board operations and encourage his participation.
President Houloose had no report and called for subcommittee reports. False Fire Alarm Ordinance Subcommittee: Wayne reported that the county does not have statutory authority to enact such an ordinance or resolution. NACO has been informed of our desire for such authority and it has been placed on their list of desired items for legislative action.
After determining the agenda for the November 6, 2002 meeting, Mayor moved, seconded by Betts to adjourn at 5:52 P.M. Motion passed unanimously.
