Minutes of the October 1, 1997 Meeting


The Communications Advisory Board Committee was convened in open and public session on October 1, 1997, at 5:30 PM, in the Sarpy County Board Room. The following members or alternates were present: S. P. Benson, Pat Thomas, Travis Mayer, Paul Schultz, Mark Wayne, Les McCubbin, Steve Betts, Dan Hoins.
Absent: John Strawn, Louie Post, Mark Stoddard, Guy Tramp.

Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

Thomas moved, seconded by Betts to approve the minutes of the September, 1997 meeting. Motion passed unanimously.

Dan Peterson gave the Director's Report: MDC/ATIA Status: Channel 7 aired an item on Friday, September 26 regarding status of MDCs. The County Attorney's Office has asked for a copy of this segment, which Channel 7 will provide. No response as yet from AMT regarding planned actions to correct deficiencies that resulted in our "failure to perform" letter they received on August 8th. The 60-day cure notice expires October 7th. Personnel: On September 9, Dispatcher Albin was presented an "Excellence Award" for performance in assisting a six-year-old caller. Dispatcher Beck was presented a " Life Saver Award" for her EMD action in response to a call by a family member of a man experiencing a heart attack. Commissioner Knott attended the presentation in the 911 Center. This information was presented to the County Board at their September 9th meeting. The four new dispatcher trainees are progressing satisfactorily in their training. Communication issues: Gretna reported mobiles and portables experienced degraded capability along Fishery Road on the 21st. Our investigation revealed that this is an area in which the Motorola study submitted with their proposal had predicted coverage problems. As a reminder, we don't have 100 percent coverage due to tower locations versus terrain masking. However, it's important to continue reporting access and coverage problems.

President Benson noted called for subcommittee reports and, there being none, then moved to the discussion and vote on changing meeting frequency. He summarized the ability to call special meetings whenever necessary and suggested that routine meetings be changed to every other month. President Benson called for discussion, and being none, McCubbin moved, seconded by Schultz, to change meeting frequency to every other month. The next meeting was agreed to be held on December 3, 1997.

President Benson then asked for Director Peterson to present the NSP request for an additional radio to be added to their existing Sarpy County 800 MHz System User Agreement (May 1996). Peterson indicated that Neil Johnson met with NSP technical representatives to determine how the additional radio would be integrated into their base station in Omaha. Johnson then described the results. The radio would not be "wired" into their operations console, rather, it would operate only as a mutual aid standalone radio. Peterson then recommended approval be granted. Thomas presented his concern that little if any benefit would accrue since, in his opinion, NSP rarely supports Sarpy agencies when requested. Further discussion ensued on this point, and Director Peterson then offered to prepare and send a letter to NSP asking how Sarpy agencies would benefit given the historic nature of NSP support as discussed. The vote for an additional NSP radio will await their response to the letter.

After determining the agenda for the December 3, 1997 meeting, Benson moved, seconded by Thomas, to adjourn at 5:50 P.M. Motion passed unanimously.
