Minutes of the October 7, 1998 Meeting


The Communications Advisory Board Committee was convened in open and public session on October 7, 1998, at 5:30 PM, in the Sarpy County Board Meeting Room. The following members or alternates were present:  Guy Tramp, Paul Schultz, Travis Mayer, Dan Hoins, John Kucer, Steve Betts, Jon Thompson, John Stacey, Les McCubbin, and Louie Post.
Absent: Mark Stoddard.

Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

Kucer moved, seconded by Tramp, to approve the minutes of the August 5, 1998 meeting. Motion passed unanimously.

Dan Peterson gave the Director's Report summarizing system performance issues that have occurred since the last meeting. He provided an update on Memex performance. The current CAD is not Year 2000 compliant, but might be made compliant by late 1998.  DCAD for Windows may be available by June 1999.  Law enforcement and information systems personnel will evaluate the new CJIS for Windows.   ATIA testing and install is tentatively scheduled for the end of November. Operations: LT. Donaghy of the Omaha Police Air Support Unit reports that OPD will wait until mid 1999 for a new Motorola Helicopters 800 MHz radio model. Personnel Status: He briefed the continuing shortage, with 23 qualified dispatchers out of an authorized strength of 32. Miscellaneous: There has been no follow-up letter regarding the July 28th Ashland Police Department inquiry into the possibility of Sarpy County Communications dispatching for Ashland Police and Fire and Rescue. The Nebraska Communications Task Force, which will make a recommendation concerning a statewide communications system to the Legislature next year, was provided information briefings on the Sarpy system development last month

President Hoins will meet with the other police chiefs and the sheriff to determine the feasibility of accessing a federal grant for CAD system hardware and architecture design. No subcommittee was appointed but Hoins volunteered to present findings at the next meeting.

Old Business: Mike Dineen responded to Mayer’s question about the Millard Fire radios. Omaha Fire has distributed the 800 MHz radios to units bordering Sarpy County. Since they are not heavily used, Dineen can be contacted if additional radios are needed for disaster operations. Kucer asked if Omaha Fire units responding in Sarpy County switch to a Law-Fire common channel, and explored how that could be encouraged for future calls.

 

After determining the agenda for the December 2, 1998 meeting, Stacey moved, seconded by Schultz, to adjourn at 5:55 P.M. Motion passed unanimously.
