Minutes of the January 8, 1997 Meeting

The Communications Advisory Board Committee was convened in open and
public session on January 8, 1997, at 5:30 PM, in the Sarpy County Board Room. The
following members or alternates were present: Dan Hoins, Travis Mayer, Mark Wayne, S. P.
Benson, Tom Koksal, Rolly Yost, John Stacey, Bob Wollenburg, Les McCubbin, Mark Stoddard,
John Strawn.
Absent: Louie Post.
Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting was open to the attendance of the public.
Stoddard moved, seconded by Yost to approve the minutes of the December 4, 1996 meeting. Motion passed unanimously.
Dan Peterson presented the Director's Report. MDC programming is going well. AMT has car-to-car, dispatcher-to-car and car-to-dispatcher traffic flowing. The next capability to add will be NCIC access. A conference call on Friday, January 10, should finalize installation timelines this month. Regarding digital upgrade, continue to report any user problems that may arise to Steve Betts, Neil Johnson, Carl McCormick or Dan Peterson. Include circumstances, such as location and action attempted. ATIA Status Messaging radios interface to our CAD system continues to be investigated. Issue revolves around supporting host computer and interface to 800 MHz net. Anticipate solution within two weeks. As projected last meeting, a new dispatch trainee began duty on December 22. Monthly siren tests, at 10:00 A.M. on the first Saturday of the month, will not include Bellevue from December to March at the request of the Bellevue Fire Chief. They were advised that cold weather and ice often damage sirens when activated under these conditions. However, should actual warning be needed, the sirens will sound. In response to letters from Pat Archibald and John Stacey, Peterson recommended selecting a subcommittee to study the issues, costs and benefits of countywide siren consolidation. Stacey moved, seconded by Mayer, to form such a subcommittee to make siren consolidation recommendations in time for the next budget year. Motion passed unanimously. Benson appointed Stacey Chairman, and appointed Mayer, Tramp, Stoddard and McCubbin to the subcommittee.
Benson reported that the TV policy subcommittee has not met as a body, however, visits and telephone conversations have been held pending receipt of a written recommendation from NIRMA. Wayne expects a written statement for the February 5 meeting from NACO's attorney and NIRMA. They are researching case law and no relevant case has been identified. Benson reminded the Board that, following receipt of NIRMA's recommendation, the subcommittee will meet as a body and will include dispatcher participation.
After determining the agenda for the February 5, 1997 meeting, Mayer moved, seconded by Stoddard, to adjourn at 5:45 P.M. Motion passed unanimously.
