COMMUNICATIONS SYSTEM ADVISORY BOARD

Minutes of the March 1, 2000 Meeting


The Communications Advisory Board Committee was convened in open and public session on March 1, 2000, at 5:35 PM, in the Sarpy County Board Meeting Room. The following members or alternates were present: Dan Hoins, Mark Wayne, John Stacey, Travis Mayer, John Kucer, Pat Archibald, Steve Betts and John Strawn. Absent: Louie Post, Paul Schultz, Mark Stoddard and Guy Tramp.

Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

Stacey moved, seconded by Schultz, to approve the minutes of the January 5, 2000 meeting.  Motion passed unanimously.

Director Report: Dan Peterson reported an UPS power system failure at the CourtHouse on February 6, which was due to a poor installation 13 months ago. New batteries were installed and the system passed performance tests on February 13. Personnel Status: He briefed the continuing dispatcher shortage and resultant overtime status. Miscellaneous: The CAD/RMS/FRMS/JMS and Mugshot implementations proceed on schedule. Projecting FRMS implementation by June, LRMS by July, and CAD by August. Geofile development is going well. Sarpy County signed an interlocal agreement with OPPD for data. Connectivity: LRMS 2-GHz radio links from the CourtHouse to Papillion and LaVista Police Departments should be complete next week. A T-1 will be implemented between the CourtHouse and Bellevue Police. A T-1 is in place and ready between Douglas 911 and the CourtHouse.

President Hoins asked for an update on the Metro Area Drug Task Force fleet mapping questions raised during the last meeting. Betts reported that coordination is on track. The fleet map may need to be revisited after the CAD upgrade, but the exact timing may depend on other entities currently considering migration to 800 MHz systems.

John Prince reported that the Printrak User Groups are progressing through CAD upgrade issues.

Peterson reminded the Board that the initial Communications Budget will be submitted in April.  Proposed Budget Review will be placed on the May Agenda.

After determining the agenda for the Mary 3, 2000 meeting, Betts moved, seconded by Stacey, to adjourn at 5:51 P.M. Motion passed unanimously.
