COMMUNICATIONS SYSTEM ADVISORY BOARD
Minutes of the March 5, 1997 Meeting
5:30 PM


The Communications Advisory Board Committee was convened in open and public session on March 5, 1997, at 5:30 PM, in the Sarpy County Board Room. The following members or alternates were present: John Stacey, Steve Betts, Dan Hoins, Rolly Yost, Travis Mayer, Bob Wollenburg, Mark Wayne and Les McCubbin.
Absent: Rich Schmidtz, Mark Stoddard, Louie Post, Paul Schultz.

Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

Hoins moved, seconded by Wollenburg to approve the minutes of the February 5, 1997 meeting. Motion passed unanimously.

Dan Peterson presented the Director's Report. MDC programming is continuing. MDC software development continues. Feedback on projected costs is forthcoming. Datamaxx is trying to schedule installation. ATIA will be installed at the same time. The dispatcher in training is making good progress. Motorola held a maintenance support feedback meeting earlier today and pledged to use our feedback to improve support.

Vice-Chairman Mayer reported that Chairman Benson left no report.

Peterson presented the Siren Subcommittee report. Notify Peterson of your jurisdiction's position on the matter by April 1. Thus far all feedback has been positive.

Peterson presented the TV Subcommittee report in the absence of Chairman Benson. Handouts of the proposed TV Policy were distributed. The packet included the TV Subcommittee report and the county attorney's review of the policy. The only change from the present policy provides additional guidelines on how the TV is used. Mayer stated that the county attorney's recommendations are reflected in the proposed policy. Hoins moved to approve the proposed policy and present it to the Sarpy County Board, seconded by Stacey. Yeas: Stacey, Betts, McCubbin, Wayne, Hoins and Wollenburg; nay: Yost. The vote not being tied, acting Chairman Mayer did not vote. Motion passed and is carried forward to the Sarpy County Board.

Hoins offered to read from the transcript of the Papillion City Council meeting to clear the record regarding comments made by John Strawn at the end of the last meeting. Hoins reported that the transcript states that Mayor Goodman did not suggest difficulties between Papillion Fire and the other Sarpy County fire departments. McCubbin asked why the topic was raised in the first place, and Hoins indicated it might be related to 800 MHz Advisory Board assignments. Mayer entered into record a copy of a letter from the City of Papillion notifying the Sarpy County Clerk that Rich Schmidtz will serve as the current member of the Advisory Board with Dan Hoins.

Yost updated the Board on the Omaha helicopter agreement. The City of Omaha Legal Department is reviewing the Memorandum of Understanding, and cities should be ready to act on the agreement after its review.

Yost distributed a deputy county attorney review of communications center liability. Despite a lack of relevant case law, according to implied shared liability all parties could be sued equally in the event of lawsuit. Peterson asked if this applies to all interlocal agreements, and Yost indicated that it does.

Dan Gable asked about letters from Bellevue, LaVista and Steve Young referred to by John Strawn in the last 800 MHz meeting. Hoins read from the record that the letters were from Bellevue, the Former County Board Chairman, and Steve Young. Although the letters were read into the Papillion City Council record, Hoins did not read them at this time.


After determining the agenda for the April 2, 1997 meeting, Mayer moved, seconded by Stoddard, to adjourn at 5:50 P.M. Motion passed unanimously.
