COMMUNICATIONS SYSTEM ADVISORY BOARD
The Communications Advisory Board Committee was convened in open and
public session on March 3, 1999, at 5:35 PM, in the Sarpy County Board Meeting Room. The
following members or alternates were present: Paul Schultz, Dan Hoins, Steve Betts,
John Stacey, John Kucer, Louie Post, Mark Wayne, John Larson, Jon Thompson.
Absent: Travis Mayer, Mark Stoddard and Guy Tramp.
Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting was open to the attendance of the public.
Schultz moved, seconded by Betts, to approve the minutes of the January 20, 1999 meeting. Motion passed unanimously.
Dan Peterson began the Director's Report reporting no system performance problems have occurred since the last meeting. MDC/ATIA: Memex has lost additional personnel. The DCAD source code arrived on February 16 and is under evaluation by Information Systems. Personnel Status: He briefed the continuing shortage, with 26 qualified dispatchers and six in training out of an authorized strength of 32. No union contract yet, but talks are moving in a positive direction. Miscellaneous: Peterson met with NACO and Senator Engels on February 16 regarding LB 570, which provides for 9-1-1 surcharges including wireless. NACO and provider representatives are tasked to prepare a draft which includes a fifty-cent surcharge statewide and an oversight board to determine a fund distribution formula. Five vendor proposals are being evaluated in response to the Sarpy County CAD/RMS RFP. Fire and law representatives are invited to a review of submissions in the EOC at 8:30 Thursday March 11.
President Hoins reported that he discussed the availability of Federal grants in support of a new CAD system with Wayne. Hoins and Kucer will visit with a group evaluating CJIS at the state level.
Thompson indicated that Strawn wanted all parties to be aware that Papillion Fire had purchased the 800 MHz radios from the City of Papillion, and wished to continue using the system. Peterson read from the August 5, 1998 Advisory Board minutes which indicated:
| "Strawn updated the Board on the 5-year agreement between the Papillion Volunteer Fire Department, Inc. and the Papillion Rural Fire Board He also requested that the Rural Board be allowed to operate 800 MHz radios on the county system. There was no opposition voiced to this request." |
After determining the agenda for the May 5, 1999 meeting, Betts moved, seconded by Stacey, to adjourn at 5:58 P.M. Motion passed unanimously.
