COMMUNICATIONS SYSTEM ADVISORY BOARD

Minutes of the June 5, 1996 Meeting


The Communications Advisory Board Committee was convened in open and public session on June 5, 1996, at 5:30 PM, in the Sarpy County Board Room. The following members or alternates were present: Mark Wayne, Rolly Yost, Travis Mayer, Louie Post, Mark Stoddard, Paul Schultz, Guy Tramp, John Stacey, John Strawn.
Absent: Erv Portis, Pat Archibald, S. P. Benson

 

Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

 

Mayer moved, seconded by Rolly Yost, to approve the minutes of the May 1, 1996 meeting. After a favorable vote, the motion passed.

Dan Peterson presented the Director's Report. The meeting time and date were reviewed. No objections were raised to continuing to meet on the first Wednesday night of the month. The bank alarm SOG requires an orange alert placard, which is available from the Bellevue Police Department. The Sheriff expects 18 MDCs by the end of the month. AMT expresses emulation concerns that Motorola does not. AMT will visit by the end of the month to test MDC communications excluding NCIC/NCIS interface. The proposed 1997 budget was presented; one time and recurring costs of MDCs; and a recap of the value of the system and its need for proper maintenance. Mayer moved, seconded by Stacey, to authorize the 800 MHz Advisory Board Chairman to sign the proposed Declaration of Budget Support to the Sarpy County Commissioners. Motion passed unanimously.

Strawn deferred Papio-Missouri NRD 800 MHz Participation discussions until the next meeting.

On behalf of the Law Enforcement Subcommittee, Yost reported that the LE East and West situation is improved, although monitoring will continue. Stacey reminded members that law-fire common channel use is preferred to having dispatch relay the message from one talk group to another. Pursuit SOG will be deferred until next meeting.

Wayne presented a letter regarding staffing support and reimbursement. He suggested trying this procedure for a year. Mayer moved, seconded by Stoddard, to approve this procedure. Motion passed unanimously.

On behalf of the Fire Subcommittee, Mayer presented a proposed SOG for degraded operations. Please review the SOG and forward comments to him. The SOG will be voted on at the next meeting.

Yost announced that Varda expects FCC approval of its portable alarm systems within two months. Costs could be $2500 without the radio and $3500 with the radio.


After determining the agenda for the July 10, 1996 meeting, Yost moved, seconded by Mayer, to adjourn. Motion passed.
