Minutes of the May 28, 1997 Meeting

The Communications Advisory Board Committee was convened in open and
public session on May 28, 1997, at 5:30 PM, in the Sarpy County Board Room. The following
members or alternates were present: S. P. Benson, Paul Schultz, Rolly Yost, Guy Tramp, Les
McCubbin, Dan Hoins, Mark Wayne, Louie Post, Travis Mayer, and John Stacey.
Absent: Mark Stoddard.
Notice of the meeting was given in advance by publication in the
Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file
in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting
was open to the attendance of the public.
Hoins moved, seconded by McCubbin to approve the minutes of the April 2, 1997 meeting. Motion passed unanimously.
Joe Mastandrea read Dan Peterson's written Director's Report into the record. The FOP Contract was signed on May 20, 1997. Communication budget hearings are Monday morning, June 2 at 8:30 AM in the County Board Room. Tom Marshall, President of our Cad vendor AMT, passed away this month. Thursday, June 5 Sarpy County will participate in a federally evaluated radiological exercise from 7 to 10 PM. System glitches earlier this month were due to power supply issues which have been resolved. A hazardous materials incident occurred in the Courthouse on May 22 due to construction. Corrective actions are being researched and will be implemented to resolve the problem. Procedures are in place to insure backup power in case of an outage. A memo on scanning function on mobile radios is available - please share it with your department. Communications Supervisor Pat Talley presented a recommendation to assign all deputies to LE West in order to balance traffic between LE East and West. No objections were offered. Policy will begin on June 1, 1997.
Chairman Benson reminded members that they have provided input and feedback on the budget request. Stacey moved, seconded by Schultz, to authorize the President to sign the letter supporting Peterson's budget proposal. Motion passed unanimously. President Benson will attend the budget hearing.
Mayer reported that revision of the Fire SOG's is progressing and that, after final review, the proposed SOG's will be voted upon at the next meeting. Copies were distributed.
Siren Subcommittee Chairman Stacey reported that specs are needed to proceed. Neil Johnson of Motorola reported that although progress has been made, additional information is needed. The UHF system will support sirens with transceivers which can report siren status. A mixed receive only and transceiver environment is possible, but the siren subcommittee should decide that. Receive only controllers cost about $1800, while transceiver costs $3000. Post reported that Springfield has agreed to consolidation.
Yost indicated to the Board that the Omaha helicopter agreement is on hold awaiting action from their legal department. When such action occurs, he will contact the Bellevue, LaVista and Papillion Police Departments directly.
Yost also reported that Varda is still four to six months from developing an alarm for 800 MHz trunked radios. Stacey reported that Bellevue is working on programming an old Varda into the console using a new radio.
After determining the agenda for the July 2, 1997 meeting, Yost moved, seconded by Schultz, to adjourn at 5:50 P.M. Motion passed unanimously.
