COMMUNICATIONS SYSTEM ADVISORY BOARD
The Communications Advisory Board Committee was convened in open and
public session on June 3, 1998, at 5:30 PM, in the Sarpy County Board Meeting Room. The
following members or alternates were present: Paul Schultz, S. P. Benson, John Stacey, Les
McCubbin, Dan Gable, Mark Wayne, John Kucer, Travis Mayer and Dan Hoins.
Absent: Louie Post, Mark Stoddard and Guy Tramp.
Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting was open to the attendance of the public.
Gable moved, seconded by Schultz to approve the minutes of the May 6, 1998 meeting. Motion passed unanimously.
Dan Peterson gave the Director's Report: System performance has been good since the last meeting. System optimization will begin next week. Personal Status: Director advised that, due to turnover and new hires, up to seven new dispatchers will be in training at once. Responders are advised that this places an exceptional burden on the trainers. Budget: Peterson provided additional information on several budget line items. Efforts are underway to gain direct computer access to Douglas County warrants and other records. Bellevue and Papillion-LaVista School Districts will participate in the 800 MHz system. Peterson reminded participants that the August 5 meeting will feature election of officers. AMT: Representatives of County Administration, County Attorney, E911, Information Systems and the Sheriffs Office met with Mr. Basara of Memex, which recently purchased AMT. Mr. Basara viewed the E911 and jail record systems, and promised priority attention to Sarpy County. Sarpy County advised Mr. Basara that performance, not promises, would govern this situation.
There were no officer reports.
Old Business: Stacey inquired about the Omaha Police Department helicopter 800 MHz radio installation timeline. Peterson indicated that it would take over a year due to the airborne technology and installation issues. Stacey indicated that the current patch system is cumbersome. Betts indicated that it might be cheaper to install 800 MHz radios in each helicopter than to install harnesses and move a radio from helicopter to helicopter. Peterson will resume discussions with OPD.
New Business: New Business: Wayne reported on two possible public safety funding sources. The county is lobbying for legislation to collect a wireless 911 charge similar to the current wireline 911 charge. A county sales tax could also be assessed to support public safety activities.
After determining the agenda for the August 5, 1998 meeting, Gable moved, seconded by Stacey, to adjourn at 6:00 P.M. Motion passed unanimously.
