COMMUNICATIONS SYSTEM ADVISORY BOARD

Minutes of the July 10, 1996 Meeting


The Communications Advisory Board Committee was convened in open and public session on July 10, 1996, at 5:30 PM, in the Sarpy County Board Room. The following members or alternates were present: Louie Post, Mark Stoddard, S. P. Benson, Erv Portis, Guy Tramp, Tom Koksal, Mark Wayne, Pat Archibald, John Stacey, Jon Thompson, Rolly Yost. Absent: Travis Mayer.

Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

Archibald moved, seconded by Tramp, to approve the minutes of the June 5, 1996 meeting. After a favorable vote, the motion passed.

Dan Peterson presented the Director's Report. AMT received the software emulation package for the RNC 6000 from Motorola on July 9, and are assessing it. The proposed 1997 budget was presented to the County Board with the letter of support from the 800 MHz Advisory Board. The Board approved the hiring of three dispatchers at the public hearing. The three dispatchers have been chosen, from over 60 applicants, and will begin on July 22. The digital upgrade will occur on July 23, from approximately 2 through 10 AM. A letter describing the process was distributed, and board members are urged to inform users in their agencies. A system wide broadcast will precede the upgrade. Since Strawn was not present, the Papio-Missouri NRD 800 MHz Participation discussions were postponed. No written request has been received in the Emergency Management and Communication Agency.

On behalf of the Law Enforcement Subcommittee, Yost reported that pursuit policy is being developed with neighboring jurisdictions. Peterson reported that LB 952e requires pursuit policy training of law enforcement and dispatching personnel. Portis noted the importance of this liability.

On behalf of Mayer and the Fire Subcommittee, Peterson presented the proposed SOG for degraded operations for vote. An updated version was distributed. Benson moved, seconded by Post, to approve the proposed SOG for degraded operations with the amended failsoft talkgroup list. Motion passed unanimously.

Yost announced that Varda has not even reported a price yet. SecureTech manufactures similar devices for $1600-3500, but a radio must be supplied. Omaha has offered no-fee mutual aid availability of their helicopters if 800 MHz trunked radios are provided for two of the three helicopters. Portis suggested it would depend on a written helicopter access agreement. Motorola representatives suggested that patching to Omaha Citywide would involve excessive clipping. Training flights could begin in July. Meetings will be scheduled with Omaha to develop an agreement.

Archibald nominated Portis for President of the Advisory Board. Benson moved, seconded by Mark Stoddard, to close nominations and approve the election of Portis to Advisory Board President. Motion passed unanimously.

Post nominated Mayer for Vice-president of the Advisory Board. Archibald moved, seconded by Stoddard, to close nominations and approve the election of Mayer to Advisory Board Vice-president. Motion passed unanimously

Stoddard nominated Archibald for Secretary of the Advisory Board. Wayne moved, seconded by Tramp, to close nominations and approve the election Pat Archibald to Advisory Board Secretary. Motion passed unanimously.


After determining the agenda for the August 7, 1996 meeting, Tramp moved, seconded by Benson, to adjourn. Motion passed.
