Minutes of the August 5, 1998 Meeting


The Communications Advisory Board Committee was convened in open and public session on August 5, 1998, at 5:30 PM, in the Sarpy County Board Meeting Room. The following members or alternates were present: S. P. Benson, John Stacey, Guy Tramp, Travis Mayer, Brian Hanson, Les McCubbin, John Kucer, Len Houloose, Paul Schultz and John Strawn.
Absent: Louie Post and Mark Stoddard.

Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

Benson called for additions or corrections to the minutes of the June 3, 1998 meeting. None being offered, he declared the minutes approved.

Dan Peterson gave the Director's Report summarizing system performance issues that have occurred since the last meeting. After meeting with Memex, MDC shortcomings are projected to be corrected this month. No schedule is available for ATIA. Personnel Status: He briefed the continuing shortage, and that interviews are under way to hire four new dispatchers. Budget: Peterson provided copies of the amended budget along with the pro rata cost sheets that were distributed to the cities on July 28. Operations: Progress is being made to gain direct computer access to Douglas County warrants and other records. Miscellaneous: On July 28th the Ashland Police Department inquired into the possibility of Sarpy County Communications dispatching for Ashland Police and Fire and Rescue. Peterson asked the request be provided in writing for presentation and discussion by the Board. LT. Donaghy of the Omaha Police Air Support Unit is investigating the possibility of equipping the OPD Helicopters with an 800 MHz radio the same way as the Med Flight helicopters.

President Benson thanked the other Board members, and Dan Peterson, for their support and service during his tenure as Advisory Board President.

Benson entertained nominations for President. Stacey nominated Hoins. There being no response to three additional calls for nominees, Benson declared nominations closed and asked for a vote to elect by acclamation. Motion passed unanimously. Benson entertained nominations for Vice President. McCubbin nominated Mayer. There being no response to three additional calls for nominees, Benson declared nominations closed and asked for a vote to elect by acclamation. Motion passed unanimously. Benson entertained nominations for Secretary. Tramp nominated Wayne. There being no response to three additional calls for nominees, Benson declared nominations closed and asked for a vote to elect by acclamation. Motion passed unanimously.

Strawn updated the Board on the 5-year agreement between the Papillion Volunteer Fire Department, Inc. and the Papillion Rural Fire Board. At the outset of the discussion, he proposed changing the interlocal agreement to allow representation by the Papillion Rural Fire Board on the Advisory Board. He withdrew this proposal following discussion concerning similar previous proposals and the unworkable complications they presented. Strawn concurred, indicating his awareness that the interlocal agreement was an agreement between the county and the cities. He also requested that the Rural Board be allowed to operate 800 MHz radios on the county system. There was no opposition voiced to this request.

New Business: Mayer asked Peterson to check with Omaha Fire Battalion 6 to determine if, and to what extent, they plan to continue using the 14 portable 800 MHz radios previously authorized to Millard Fire. McCubbin inquired about the status of siren upgrade. Steve Betts reported that all sirens except for three are upgraded to the new UHF system, and that a problem with an UHF receiver component had been identified and corrected.

 

After determining the agenda for the October 7, 1998 meeting, Tramp moved, seconded by Stacey, to adjourn at 5:56 P.M. Motion passed unanimously.
