Partial Valuation

Important notice to builders and real estate professionals regarding a policy change in the valuation of residential houses, commercial, industrial, and apartment buildings under construction in Sarpy County.

Dear Builders & Real Estate Professionals,

In previous years the Sarpy County Assessor’s office has not placed partial valuations on buildings under construction. However, for the 2005 valuations this policy will change and we will place a partial value on partially constructed buildings.
Nebraska Statute, 77-1301 directs the county assessor to place a value on real property as of January 1 at 12:01 a.m. for the new year. If a building foundation is in place on January 1st, a value will be placed on the foundation. Construction beyond the foundation will then be inspected for further partial or full valuation. Notice of a valuation change will be mailed to the owner of record on May 31st of each year if the value has changed.

This partial valuation policy is comparable to the partial valuation policies of other Nebraska counties and is necessary to accurately reflect the market value of improved parcels of land in Sarpy County. This policy will affect buildings under construction in 2004 to be valued for 2005.
