The Sarpy County Local Emergency Planning Committee was convened in open and public session on January 14, 2004 at 7:30pm at the Papillion Fire Department. The following members or alternates were present according to the sign-in sheet: LT Kevin Bridges, Jeff Book, Ron Clark, Keith Deiml, Bob DeVriendt, Marilyn Gable, Robin Gullie, Jane Hedges, Scott Keep, J.J. Kuzma, Joe Mastandrea, Travis Mayer, Carol ODonnell, Dan Peterson, Bruce Scharton, Tim Schram, Rich Weber, Dick Williams, Louie Wilson and Rolly Yost.
Advanced notice of the meeting was published in the Bellevue Leader and Papillion Times. Copies of Proof of Publication are on file in the Sarpy County Clerks Office. All proceedings were taken while the convened meeting was open to the attendance of the public.
Vice Chair Schram extended thanks to Papillion Fire for hosting the meeting and called the meeting to order.
Roll call was done by sign-in sheet. Vice Chair Schram reminded the members to sign in if they had not already done so. He asked for any additions or corrections to the minutes of the October 8, 2003 meeting. With none, he entertained a motion to approve the meeting minutes. Travis Mayer motioned, seconded by Rich Weber, to approve the October 8, 2003 meeting minutes as written. All were in favor, none opposed and motion carried unanimously.
BOARD REPORTS:
Chairman Report: There were no hazardous material incident reports last quarter.
Vice Chairman: No report.
Information Coordinator: Coordinator Mastandrea reported that the county will begin a ground up rewrite of the Local Emergency Operations Plan (LEOP. The Information Coordinator requested everyones cooperation in helping produce a top quality document.
Tier II reports are beginning to trickle in. Updated versions of CAMEOfm, MARPLOT and ALOHA are expected to be released within the next few months.
COMMITTEE REPORTS:
Exercise: Coordinator Mastandrea informed the committee that the new two-year Department of Homeland Security Grant will cover personnel overtime costs and supplies used for running exercises. He referenced the Fiscal Year 2003 Authorized Exercise Cost List for additional information. Coordinator Mastandrea reminded members to quickly advise him of any personnel changes in the exercise design team. Sarpy and Douglas Counties will be hosting a full-scale exercise in Spring 2005 to test some communication elements and unified command. He encouraged organizations to participate, especially if had been unable to "play" in the past because of funding problems. The Information Coordinator instructed those interested to provide cost estimates to him for personnel and expenditures so he could submit that to the State for consideration under the contract. Coordinator Mastandrea mentioned that this would be a big opportunity to not cut corners and he was looking forward to hosting the exercise.
Financial: No report.
Legislative: Coordinator Mastandrea stated that the next SERC meeting would be held on Tuesday, January 20, 2004 at 1:00 p.m. in Lincoln. He told the members to let him know if anyone was interested in attending.
Outreach: No report.
Response Plan: Coordinator Mastandrea mentioned the ground-up rewrite of the LEOP scheduled for the next six months. The next version will be available electronically (CD-ROM) and paper copy and agencies will be offered a choice of which version they want to receive. Coordinator Mastandrea mentioned that in the future, the State intends to distribute all plans electronically.
Training: The Information Coordinator informed the members that the 2003 NEMA Training Calendar was available and it was one page long compared to the 20-page pamphlet NEMA produced in the past. The reason for the change is partly because of funding and partly due to redirection of assets to train state agencies and conduct state-run exercises. He called attention to some locally offered classes like the two-day Exercise Planning Course. He also anticipated getting some state funding to teach any of the courses locally, contracting for the instructors who would teach the classes.
The EPA Region VII LEPC/TERC Conference will be held in August of 2005 in Kansas City, MO.
Coordinator Mastandrea also mentioned that the OMMRS-sponsored Mass Fatality Incident Responder Course held November 3 6 at the Bellevue Fire Training Site was a success. Over 40 attended from Law Enforcement, Fire, EMS, Funeral Directors, Clergy, Mental Health, Media, and Red Cross. The OMMRS Mass Fatalities Subcommittee is writing a Mass Fatalities Plan that will be exercised in 2004.
Coordinator Mastandrea announced that the 17th Annual International HAZMAT Spills Conference will be held May 4-6, 2004 in San Anonio, TX. See www.hotzone.com for more details.
Elections: Vice Chair Schram opened elections by calling for nominations for Chairman.
Dan Peterson moved, seconded by Travis Mayer, to nominate Louie Wilson. Vice Chair Schram called three more times for nominations. J. J. Kuzma moved, seconded by Rich Weber, to close nominations and to elect by voice acclamation. Motion passed unanimously.

Travis Mayer moved, seconded by Dan Peterson, to nominate Tim Schram. Vice Chair Schram called three more times for nominations. J. J. Kuzma moved, seconded by Travis Mayer, to close nominations and to elect by voice acclamation. Motion passed unanimously.

OLD BUSINESS: None
NEW BUSINESS: Chief Gullie announced that Offutt AFB should receive a new decontamination trailer soon, and a truck to pull it by April.
