SARPY COUNTY EMERGENCY PLANNING COMMITTEE

 The Local Emergency Planning Committee was convened in open and public session on January 12, 2000, at 7:30 PM, at the Bellevue District 4 Fire Station. The following members or alternates were present according to the sign-in sheet: Joe Mastandrea, Gary Fliehmann, Richard Esparah, Tim Schram, Jack Postlwait, Ken Noel, Dan Peterson, Marilyn Gable, Scott Keep, Tom Hanson, Keith Deiml, Nancy Noda, Maria Reiter, Paul Birney, Rich Weber, Bob DeVriendt, Rolly Yost, Robin Gullie, Don Klimek.

Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

Schram moved, seconded by Gable, to approve the minutes of the September 8, 1999 LEPC meeting. Motion passed unanimously.

 

OFFICERS REPORTS:

Chairman Wallace requested that all in attendance introduce themselves.  He thanked everyone for the support for the exercise held in October.   Everyone learned allot, and we had good public relations coverage.  Received an update from PCS Industries on the closing date of the La Platte plant.  Date for removal of the product is now 31 March 2000, with demolition following.  Also wanted to thank everyone for their help last year.  There were no reportable incidents since the last meeting.

Vice Chairman Mastandrea advised that the EPA gave a grant to Nebraska Department of Environmental Quality to make their data available on their web site.  He is helping DEQ make the data available for multiple counties in one file.

Information Coordinator Peterson advised that updated LEPC Resource Books and Sarpy County LEOPs were distributed and posted prior to January 1, 2000. Thanks to Joe Mastandrea for his effort.  Everyone please review the roster and advise of necessary updates.  A new State of Nebraska training program listing is out.  If interested in attending any training see him.

SUBCOMMITTEE REPORTS:

Exercise: Wallace advised that the Bellevue Volunteer Fire Department training site will be complete next month.  The rail car is on hand and stored at DPC Industries.   Offutt AFB advised that they are planning a National Disaster Medical System Exercise to be held on 14 October 2000.

Legislative: Mastandrea advised of a SERC meeting next week.  Advised that last year the membership voted to support LB700, which is now being studied as LR205.   Advised that LB993, the mobile electronic telecommunications bill, has been introduced and may effect our operations.

Finance: Noel reported that our account is still active, has a balance of less than $10.00

Outreach: Mastandrea reported that SERC Outreach funds are now available.  The first priorities are public education and a SERC/LEPC logo contest.

Elections: Wallace opened the floor for nominations for the position of Chairman. Gable moved, seconded by Yost, to nominate Wallace.  There being no further nominations the membership cast a unanimous ballot for Wallace. Wallace opened the floor for nominations for the position of Vice Chairman. Schram moved, seconded by Wallace, to nominate Fliehmann.  Three being no further nominations the membership cast a unanimous ballot for Fliehmann. Wallace opened the floor for nominations for the position of Secretary. Wallace opened the floor for nominations for the position of Information Coordinator. Wallace moved, seconded by Weber, to nominate Mastandrea. Motion by Esparah, second by Peterson, to nominate DeVriendt. A vote by written ballot elected Mastandrea to Information Coordinator. Wallace opened the floor for nominations for the position of Secretary. Peterson moved, seconded by Wallace, to nominate DeVriendt.  Three being no further nominations the membership cast a unanimous ballot for DeVriendt.

 

Program: Jeff Book, Paul Birney and Wayne Penkk of DPC Industries briefed their Risk Management Plan, including the worst case scenario. Pete Neddo and Scott Keep of Metropolitan Utilities District (MUD) briefed their Risk Management Plan, including the worst case scenario.

 

Noda advised that metro hospitals are applying for a FEMA grant to purchase equipment to handle a biological incident.

DeVriendt advised of counterterrorism training to be held on February 14, 2000.

 

After determining the agenda for the March 8, 2000 meeting, Schram moved, seconded by Fliehmann, to adjourn at 8:44 P.M. Motion passed unanimously.
