The Sarpy County Emergency Planning Committee meeting was called to
order by Information Coordinator Joe Mastandrea at the Papillion Fire Hall on January 14,
1998.
The following members or alternates were present: Paul Birney, Candy Borman, Rod Buethe,
Dave Coombs, Keith Deiml, Bob DeVriendt, Gary Fliehmann, Dan Gable (for John Strawn),
Marilyn Gable, Tom Hanson, Jim Howe (for Doug Dudley), Scott Keep, Joe Mastandrea, Travis
Mayer, Ken Noel, Cheryl Pease (for Nancy Noda), Dan Peterson, Tim Schram, Patrick Shannon,
Chuck Sohm, Jerry Turgeon, Matt Wallace, Rich Weber and Steve Young. Also attending were
Dr. Theresa Hatcher and Dennis Lauver.
Notice of the meeting was given in advance by publication in the
Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file
in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting
was open to the attendance of the public.
Mastandrea conveyed apologies from Chairman Yost and Assistant Chairman Jordan, who could not attend the meeting due to work conflicts.
Sohm moved, seconded by Wallace, to approve the minutes of the
September 10, 1997, meeting. Motion passed unanimously.
OFFICERS REPORTS:
Mastandrea relayed the Chairman's report: Chairman Yost regrets a
conflict with his work schedule and is unable to attend. He will not run for re-election.
One hazardous materials release was reported since the last meeting: a 150-pound liquid
ammonia release from PCS Nitrogen on September 3. There were no questions or comments
regarding the draft 1997 LEPC Activity Report. Tentative meeting dates were presented for
1998. Peterson moved, seconded by Fliehmann, to move the December meeting to January 13,
1999. Motion passed unanimously. 1998 LEPC meetings shall be on March 11, June 10 and
September 9, 1998, and January 13 1999. A new logo alternative is being considered, but a
funding source must be identified first.
Mastandrea reported that LEPC Resource Book updates are available - pick them up at the
end of the meeting. Nebraska Emergency Management (NEMA) has convinced the Nebraska
Printing Office to print the Hazardous Materials Facility Book with their grant funds. The
Hazardous Material Facility Books will be distributed as soon as they are printed. Twenty
responders and planners took the Counter Terrorism Training Class in LaVista on December 6
and 7. A draft Terrorism annex for our Local Emergency Operations Plan has been developed
by NSP, Fire Marshal, NEMA, Department of Corrections, and local law enforcement
personnel. Copies of the draft were distributed, but feedback is needed this week.
SUBCOMMITTEE REPORTS:
Steve Danon was out of town on training so the Exercise Design
Subcommittee report will be part of the program this evening, the exercise critique.
Noel presented the Finance Subcommittee report. No financial requests have been made of
the subcommittee, which is perfect because the LEPC does not have a budget yet.
Mastandrea presented the Legislative Subcommittee report. The newly enacted Nebraska
Emergency Planning and Community Right-to-Know Act caused Governor Nelson to appoint a new
State Emergency Response Commission (SERC). They met for the first lime last month and
many changes are coming to LEPCs. Public hearings should begin soon to pass administrative
rules for soliciting and spending LEPC funds. The subcommittee will participate in the
regulatory process. The newly hired NEMA staff person who will support the SERC and LEPCs
is Dennis Svoboda, formerly of the Department of Health ambulance licensure division.
Sohm had no report from the Response Plan Subcommittee.
Young had no report from the Outreach Committee.
Peterson presented the Training Subcommittee report. A limited number of Terrorism
Self-Study Courses from the US Fire Academy are available. Pamphlets are available for a
three-day Mass Fatalities Class to be offered at Iowa Western Community College. Anyone
interested in attending the 5-day, 14th Annual International Spills Conference in Chicago
were invited to check the pamphlet after the meeting. NEMA training calendars and
applications are available.
Mastandrea began elections by nominating Steve Danon for Chairman,
seconded by Wallace. Young moved, seconded by Noel, to close nominations and elect by
acclamation. Motion passed unanimously. Peterson moved, seconded by Wallace, to nominate
Sohm for Assistant Chairman. Sohm declined the nomination. Weber moved, seconded by
Mayer, to nominate Peterson for Assistant Chairman. Schram moved, seconded by Young, to
close nominations and elect by acclamation. Motion passed unanimously. Wallace moved,
seconded by Sohm, to nominate Fliehmann for Secretary. Peterson moved, seconded by Noel,
to close nominations and elect by acclamation. Motion passed unanimously. Weber moved,
seconded by Buethe, to nominate Mastandrea for Information Coordinator. Mayer moved,
seconded by Hanson, to close nominations and elect by acclamation. Motion passed
unanimously.
NEW BUSINESS:
Pease distributed a letter from Nancy Noda exploring the possibility
of opening a shelter offering more advanced medical care than that offered by a standard
Red Cross mass shelter. Peterson indicated that his department would research alternatives
and report next meeting.
Mastandrea summarized the LEPC Exercise objectives and feedback from
the students who played the victims. Illnesses among the controllers made the exercise a
little more difficult to execute than planned. Overall, response was good but showed a few
areas where the plan could be strengthened. Thanks to DPC for hosting the exercise. Next
year's exercise will build on some of the lessons learned, and hopefully will be held in
the central or western part of the county.
After determining the agenda for the March 11, 1998, meeting,
Wallace moved, seconded by Sohm, to adjourn at 8:24 P.M. Motion passed unanimously.
