The Sarpy County Local Emergency Planning Committee was convened in open and public session on 8 March 2000 at 7:30 PM at the Papillion Volunteer Fire Department. The following members or alternates were present according to the sign-in sheet. Joe Mastandrea, Matt Wallace, Candice Borman, Scott Keep, Bob De Vriendt, Louie Wilson, Dave Coombs, Tom Hanson, Bill Roche, Ed Schopperth, Jeff Book, Keith Deiml, Jeff Strawn, Marilyn Gable, Robin Gullie, Steve Fuehring and Daniel Peterson. Guests were: Herb Zirschley, David Stanek.

 

Advanced notice of meeting was published in the Bellevue Leader and Papillion Times. Copies of Proof of Publication are on file in the Sarpy County Clerk’s Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

 

Due to lack or quorum, reading and approval of minutes of the 12 January 2000 LEPC meeting were deferred until 14 June 2000.

 

 

BOARD REPORTS:

 

Chairman Report: Chairman Wallace reported there were three reportable incidents since the last meeting:

Feb 21, Supplier working on a tank began leaking-Bellevue FD responded

Mar 4, Gas line rupture at 7209 S 52 St-LaVista responded

Mar 5, Smell of gas at Anderson AMOCO on Frontier Ave-Omaha responded.

He held a Board Meeting with Mastandrea, Flehimann, and De Vriendt to establish goals to be accomplished this year. Example: Clear up membership list. Presently have 38 members listed making it hard to obtain a quorum for meetings. Need to ensure there is at least one representative from each required category of personnel.

 

Vice Chairman: None

 

Information Officer: Mastandrea reported that forty-two TIER II Reports have been received and loaded into the CAMEO database. The draft Annual Report was distributed to members for review. To ensure report was not delayed to State, it was approved to have a return mail vote for members to approve the corrected Annual Report.

 

 

COMMITTEE REPORTS:

 

 

Exercise: The following exercises are being planned and coordinated:

May 18th Tabletop exercise at the Iowa Western Community College exercising the Missouri River Contingency Response Plan. A functional exercise will be held in Nov, 2000 and a full scale in Spring 2001.

June/Jul Radiological Incident Response Exercise (Bellevue)

Oct National Natural Disaster Medical System Exercise (Offutt and local hospitals)

Training: Bellevue Fire Training site is completed and being operationally checked out. Will be open for full use this summer or early fall. HAZMAT Spill Prevention Conference will be held Apr 4-6 at St Louis.

 

Financial: No activity

 

Plans: With the Omaha/Council Bluffs Sub-area Contingency Response Plan completed and distributed, local procedures have to be identified and incorporated into the LEOP. This plan covers any spill in or threatening the Missouri River.

 

Legislative: Mastandrea reported that LB 717 is on Governor’s desk awaiting signature. Bill provides State funds for initial startup of LEPC operations. LEPCs will have to apply for project grants. Application procedures or amount of funds haven’t been established. LB 1262, establishment of response teams across the state is in Government & Military Committee. No further status. Next State Emergency Response Committee is Tuesday, 21 March at 1:00 PM at the Air National Guard Base in Lincoln.

 

Outreach: State Outreach Committee will meet on 21 March to work on logo contest for the SERC and LEPCs. The LEPC Board is drafting a letter to be sent to Presidents of all SID Associates explaining what the LEPC is, responsibilities of the LEPC and inviting the presidents or SID representative to attend LEPC meetings. The Board is also working on more effective media coverage of LEPC activities, community exercises and education program with Bellevue Leader and Papillion Times.

 

 

OLD BUSINESS: None

 

 

NEW BUSINESS:

 

Risk Management Plans (RMP): Herb Zirsky, consult with EPA, briefed on the requirement for Risk Management Plans, the nine "shalls" all LEPC hazardous materials plans must have, and the importance of periodic reviews and updates. Herb is assisting in the review and updating of the 700+ RMP in the State of Nebraska. He also provided handouts comparing the number of plans in each state in Region VII, primary hazardous materials each state is concerned with, and number of RMPs in each county in Nebraska.
