The Sarpy County Emergency Planning Committee meeting was called to
order by Information Coordinator Joe Mastandrea at the Papillion Fire Hall on April 29,
1998.
The following members or alternates were present: Rod Buethe, Dave Coombs,
Steve Danon, Keith Deiml, Bob DeVriendt, Tom Doolittle, Gary Fliehmann, Dan Gable (for
John Strawn), Marilyn Gable, Steve Jordan, Scott Keep, Joe Mastandrea, George McTwiggan,
Nancy Noda, Dan Penland, Dan Peterson, Ed Schopperth, Tim Schram, Chuck Sohm, Vince Van De
Velde (for Robin Gullie) and Matt Wallace. Public attendees included Jeff DiCicco, Theresa
Hatcher, and Tom Konekne.
Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting was open to the attendance of the public.
Roll call was accomplished by sign-in sheet and by voice, with membership advising their position and duties. Sohm moved, seconded by Schram, to approve the minutes of the January 13, 1998 LEPC meeting. Motion passed unanimously.
OFFICERS REPORTS:
Danon relayed the Chairman's report: Hazardous materials releases occurred at PCS Nitrogen and at a fatality truck accident in Springfield since the last meeting. Regarding membership, Danon asked if someone from the Millard Suburban Fire District would continue to attend LEPC meetings, since fire protection in that district is now subcontracted to Omaha Fire. Chairman Danon advised that letters would be sent to those failing to meet the attendance guidelines of the Bylaws.
Assistant Chairman Peterson reminded members to be sure to attend the LEPC meetings, or insure that an alternate attends. He indicated that he would contact Millard Fire to inquire about their continued attendance. Peterson recounted a meeting between PCS Nitrogen, Bellevue Fire and Sarpy LEPC and 9-1-1 personnel developing notification procedures for spills and releases.
Mastandrea reported that LEOP updates have been submitted to the Nebraska Emergency Management Agency for printing. Tier II submissions are down slightly this year; facilities not in compliance were sent letters reminding them to report.
SUBCOMMITTEE REPORTS:
Danon opened the Exercise Subcommittee Report by inviting members to the Industrial HAZMAT Response course he will instruct at State Fire School on May 15-17 in Grand Island. All cities are invited to contact him regarding tabletop hazardous materials exercises to be offer across the county this year. Offutt AFB offered attending agencies the opportunity to participate in an upcoming hazardous materials exercise and multi-agency mass casualty exercise. Noda suggested that Midlands Hospital is interested in participating if approximately 40 casualties are directed to the hospital. Papillion Fire and Sarpy Emergency Management also expressed interest in participating.
Mastandrea indicated that the Legislative Subcommittee is closely following the State Emergency Response Commission Fiscal Subcommittee as it develops LEPC Finance Subcommittee regulations.
Sohm presented the Response Plan Subcommittee report. The newly revised Omaha/Council Bluffs Sub-area Contingency Plan for hazardous Materials Releases on the Missouri River is available for review. The plan should be finished by the end of the year, and tabletop exercises may begin early next year
Peterson was proud to announce that Computer Aided Management of Emergency Operations (CAMEO) for Windows software classes are available to interested response and planning personnel. Mastandrea indicated that the LEPC should receive a laptop computer in 30-60 days which will be capable of running CAMEO for Windows.
Chairman Danon advised that due to LB374 the Sarpy County LEPC needs to revise its bylaws. Schram moved, seconded by Sohm, to approved the proposed bylaw change lengthening the current one-year LEPC term to two years, which is consistent with LB374. Motion passed unanimously
PROGRAM:
Jerry McKenzie, Manager of Engineering and Technical Services at PCS Nitrogen, and Chairman of the Nebraska SERC, presented on Community Response and Risk Management. He presented a draft worst-case scenario for PCS Nitrogen, and sought LEPC concerns to relay to the SERC.
NEW BUSINESS:
DeVriendt advised that Offutt AFB would hold siren tests on May 4th at 12:00 and 12:30 PM. Each test will last between 10 and 15 minutes.
After determining the agenda for the June 10, 1998, meeting, Sohm
moved, seconded by Jordan, to adjourn at 8:42 P.M. Motion passed unanimously.
