The Sarpy County Local Emergency Planning Committee was convened in open and public session on 14 June 2000 at 7:30 PM at Werner Enterprises. The following members or alternates were present according to the sign-in sheet: Matt Wallace, Jef Reicks, Bill Roche, Rod Buethe, Marilyn Gable, Bob De Vriendt, Gary Fliehmann, Nancy Noda, Louie Wilson, Steve Fuehring, James Iske, John Sempeck, Ed Schopperth, John Vana, Scott Keep and Dan McDonough.

 

Advanced notice of meeting was published in the Bellevue Leader and Papillion Times. Copies of Proof of Publication are on file in the Sarpy County Clerk’s Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

 

Due to lack or quorum, reading and approval of minutes of the 12 January 2000 and 14 June 2000 LEPC meetings were deferred until September 13.

 

 

BOARD REPORTS:

 

Chairman Report: Chairman Wallace reported these incidents since the last meeting:

Apr 10 - Truck hit a gas meter, shearing line - Gretna responded

May 3 - Dump truck gas tank leaked 50 gallons after hitting a pole - Bellevue responded

May 7 - Contractor hit a gas line - Papillion responded

May 25 - DPC sodium dioxide leak - Bellevue responded

June 11 - Saddle tank ripped open on truck in ditch (200 gallons) - REPORTABLE - Gretna responded

June 11 - Propane tank leak at service station on Capehart Road - Bellevue responded.

Reported that the LEPC Membership was reviewed and the update is completed. The current roster will be used as a Sign-In sheet for all meeting. The LEPC has representatives from all function required by law except News Media. Chairman Wallace stated he would talk with a couple of News Media personnel that live in Bellevue about being on the LEPC.

New CAMEO maps are available for downloading to replace the 1990 versions. Contact Joe Mastandrea if you need copies.

A tabletop exercise on the Omaha-Council Bluffs Sub-Area Contingency Plan was held a couple weeks ago in the Omaha EOC. The number of representatives participating was outstanding, with numerous inputs and discussion on capabilities of various agencies. There will be a functional exercise of the plan in 2 Nov 2000.

 

COMMITTEE REPORTS:

 

Exercise: The following exercises are being planned and coordinated:

22 Aug - Radiological Incident Response Exercise - First Baptist (Bellevue)

14 Oct - National Disaster Medical System Exercise (Offutt and local hospitals)

Training:

NEMA offering a 3-hour Counterterrorism Awareness Class on Thursday, 3 Aug 00. Course developed for senior public officials, staff members and supervisors who need to know the special consideration brought on by a terrorist incident. Looking for someone to host.

Annual SERC/LEPC Conference will be held at the Stockman Inn in North Platte on 16 and 17 Sept. Will probably be able to send two representatives (Motel paid by SERC). Notify the Board if you are interested in attending.

 

Financial: No activity

 

Plans:

LEOP and LEPC Resource Book revision requested.

LEOP is being revised to interface with the Omaha-Council Bluffs Sub-Area Contingency Plan.

 

Legislative:

LB-717 (LEPC 3-yr. funding grant bill) passed unanimously; however it was vetoed by the Governor. Bill will be resubmitted next year; overall senators are generally supportive so we may need to concentrate on educating the Governor.

LB1262 (Regional HAZMAT Teams) did not get out of committee but returns as LB339.

Draft SERC and LEPC Administrative Regulations have passed public hearings and are under Attorney General Review.

 

Outreach:

Statewide Proclamation of Chemical Safety Awareness Week schedule for March 01.

2001 will offer us a chance to coordinate outreach with the SERC.

SERC Logo contest ends 30 Jun.

 

BIO-TERRORIST Sub Committee: (Reported by Nancy Noda) All of the Greater Omaha Hospitals have been meeting and developing their procedures on how they would respond and handle this type of incidents. They have met with Hal Daub, Omaha Mayor, about their capabilities and participating in the Chem-Bio Grant Program to obtain equipment and supplies for their emergency rooms. Committee has been assured that they will receive funds and equipment to improve their capability. It is unknown how this will affect Sarpy County and if we will receive any of the funds or equipment. Each agency needs to discuss these questions their counterparts in Omaha. A lengthy discussion on Omaha’s capabilities and last chemical exercise resulted.

 

OLD BUSINESS: None

 

 

NEW BUSINESS:

 

Risk Management Plans (RMP): Herb Zirsky, consult with EPA, briefed on the requirement for Risk Management Plans, the nine "shalls" all LEPC hazardous materials plans must have, and the importance of periodic reviews and updates. Herb is assisting in the review and updating of the 700+ RMP in the State of Nebraska. He also provided handouts comparing the number of plans in each state in Region VII, primary hazardous materials each state is concerned with, and number of RMPs in each county in Nebraska.

With no further business, Chairman Wallace asked for a motion to adjourn. Motion made by Reicks, seconded by Buethe. Motion carried.
