Minutes of the Meeting

Sarpy County Local Emergency Planning Committee

9 June 1999

7:30 PM

 

 

The Sarpy County Local Emergency Planning Committee was convened in open and public session on 10 June 1999 at 7:30 PM at the Gretna Fire Hall. The following members or alternates were present according to the sign-in sheet: Jeff Book, Rod Buethe, Joel Christiansen, Robin Coullie, Keith Deiml, Jeff DiCicco, Gary Fliehmann, Scott Keep, Joe Mastandrea, Nancy Noda, Dan Peterson, Jeff Reicks, Maria Reiter, Tim Schram, Bill Steele, Bob DeVriendt, Matt Wallace and Louis Wilson.

 

 

Notice of the meeting was given in advance by publication in the Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file in the Sarpy County Clerk’s Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

 

 

DeVriendt Moved, seconded by Schram, to approve the minutes of the March 13, 1999 LEPC meeting. Motion passed unanimously.

 

Chairman’s Report: Wallace thanked the Gretna Volunteer Fire Department for hosting the meeting. The PCS Nitrogen RMP Presentation provided good publicity for the LEPC and chemical preparedness in Sarpy County. Wallace advised of a hydrofluorosilicic acid release at the Metropolitan Utilities District 40th and LaPlatte facility. Jeff Christiansen from MUD thanked the Papillion and Omaha Fire Departments for their assistance during the incident. Scott Keep advised that a Risk Management Plan is being written for the facility.

 

Vice Chairman’s Report: Mastandrea reported that he and DeVriendt attended the Fifth International CAMEO Conference in Phoenix in May. Copies of many conference handouts were available for LEPC members. Sarpy County will have more standardization as Offutt AFB is converting to the CAMEO system. CAMEO training has been scheduled locally, and additional classes can be scheduled.

 

Information Coordinator’s Report: Peterson advised that the LEPC received 80 Tier II submissions, but more are trickling in.

 

Exercise Subcommittee Report: Wallace advised this year’s exercise is still scheduled for this fall at Mann Agriculture. Gretna Fire briefed on the bus accident on Interstate 80; Midlands Hospital received 24 patients and all 24 were treated and released within 24 hours.

 

Legislative Subcommittee: Mastandrea briefed on LR153, the Legislative Study concerned with LEPC Funding. LR203 is investigating hazardous materials response cost recovery for local government subdivisions.

 

Finance Subcommittee: No report.

 

Outreach Subcommittee: No report.

 

Response Plan Subcommittee: Mastandrea reported that the Omaha/Council Bluffs Missouri River HAZMAT Plan will be distributed at an Orientation Meeting on Thursday morning, November 4, at Iowa Western Community College. A multiagency tabletop exercise of this plan will be held in March 2000. LEOP updates will be sent to NEMA for publication this month.

 

Training Subcommittee: Peterson announced that high and low level nuclear waste is scheduled to begin moving through the area this summer. Details on Department of Energy sponsored responder training will be distributed to effected organizations as soon as they become available. HAZMAT Awareness and Operations classes begin at Bellevue Fire District 2 Station on Monday 14 June at 7 PM. DeVriendt advised that he attended a Department of Defense counter-terrorism training course in Kansas City, in which responders took three days to identify the toxic substance.

 

New business: Riecks advised that the Bellevue HAZMAT Team was in Plattsmouth for training. Bellevue will respond to Plattsmouth HAZMAT calls. Also, Plattsmouth has a great water boo system.

 

Chairman Wallace advised that the next meeting is scheduled to meet at PCS Nitrogen on September 8, 1999.

 

DeVriendt moved, seconded by Schram, to adjourn at 8:30 PM. Motion passed unanimously.
