The Sarpy County Local Emergency Planning Committee was convened in open and public session on 13 September 2000 at 7:30 PM at the LaVista Fire Department. The following members or alternates were present according to the sign-in sheet: Gary Fliehmann Bill Roche, Bob De Vriendt, Scott Keep, Jeff Book, Tom Hanson, Ron Clark, Steve Fuehring, Keith Deiml, Wade Peterson and Carol O’Donnell.

Advanced notice of meeting was published in the Bellevue Leader and Papillion Times. Copies of Proof of Publication are on file in the Sarpy County Clerk’s Office. All proceedings were taken while the convened meeting was open to the attendance of the public.

Due to lack or quorum, reading and approval of minutes of the 12 January 2000 and 14 June 2000 LEPC meetings were deferred until December 13.

BOARD REPORTS:

Chairman Report: Chairman Wallace reported these incidents since the last meeting:

June 15 - Truck hit a gas meter, shearing line - Gretna responded

June 16 - Strong odor of chlorine - Papillion responded

June 19 - Strong gas odor from drains - Bellevue responded

June 19 - Gas leak, Papillion-LaVista HS - Papillion responded

August 10 - Large gas spill, service station - Papillion responded

Reported that the LEPC Membership update is completed. The current roster will be used as a Sign-In sheet for all meeting. The LEPC has representatives from all function required by law except News Media. Chairman Wallace stated he would talk with a couple of News Media personnel that live in Bellevue about being on the LEPC.

COMMITTEE REPORTS:

Exercise: The following exercises are being planned and coordinated:

The Omaha-Council Bluffs Subarea Contingency Plan Functional Exercise is now scheduled for March 2001.

LEPC HAZMAT Exercise later this year

Offutt AFB will be participating in the Regional National Medical System drill scheduled for Saturday, 14 Oct 00. Majority of the local hospitals will be participating in the exercise. Exercise should be completed before the Nebraska – Texas Tech game.

Training:

NEMA offered a 3-hour Counterterrorism Awareness Class on Thursday, 3 Aug 00 at Bellevue fire headquarters. Thanks to all who attended. Law enforcement agencies are reminded to fill out the DOJ questionnaires received in the past two weeks. Funds may be available for communications, protective and decontamination equipment.

Annual SERC/LEPC Conference will be held at the Stockman Inn in North Platte on 16 and 17 Sept. Joe Mastandrea will be presenting.

Financial: No activity

Plans: LEOP and LEPC Resource Book revision requested. Please review your portion and submit any changes.

Legislative:

Last year's LB-717 (LEPC 3-yr. funding grant bill) which passed unanimously, but was vetoed by the Governor, will be resubmitted next year. Overall senators are generally supportive so we need to concentrate on educating the Governor.

LB1262 (Regional HAZMAT Teams) did not get out of committee but returns as LB339.

Draft SERC and LEPC Administrative Regulations have passed public hearings and are under Attorney General Review.

Next SERC Meeting: Tuesday September 20 at Pentermann Armory, Lincoln NE ANG Base.

Outreach:

Statewide Proclamation of Chemical Safety Awareness Week schedule for March 01.

SERC Logo contest ends 30 Jun.

OLD BUSINESS: None

NEW BUSINESS:Gary Fliehmann, Vice-Chair, reported on the tour Williams Energy Service Capehart Terminal (formerly Kinley Terminal) held for the Bellevue Fire Department. The terminal handles JP-8 Jet fuel only. Product is received into the terminal from a twelve-inch line from Kansas City, then diverted to the terminal on a ten inch line from Capehart Junction located in the Offutt AFB housing area. Fuel will be delivered to Offutt AFB either by a six-inch line or loaded into trucks. Truck will only be loaded when facility is manned. All loading racks are equipped with a water/product separator that captures any product that may be inadvertently released. Storage capacity of the three main tanks is 27,000 - 36,360 - 36,360 barrels. All tanks have cone roof with internal floating roof.
