Local Emergency Planning Committee 1998 Annual Report |
The Sarpy County Emergency Planning Committee (SCEPC) was created in compliance with the guidelines established by Title III of the Superfund Amendments and Reauthorization Act of 1986 (SARA), 40 CFR 355 (Pub. L. 99-499). In accordance with Article VII, Section 1 of the Sarpy County Emergency Planning Committee Bylaws, this activity report is distributed to the Chairman of the Sarpy County Board of Commissioners, the State Emergency Response Commission, and to the mayors of the cities of Bellevue, Gretna, LaVista, Papillion and Springfield.
This report covers the period 1 January to 31 December 1998. During this period, 83 facilities filed SARA Title III Tier Two reports with SCEPC. These reports were filed in the Emergency Management Office for public inspection. During this period, six public and numerous responder information requests were handled. Four non-reporting facilities were identified during this period, notified of the reporting requirements, and reported for the first time. This includes three new government entities, due to new SCEPC reporting requirements. The net number of reports declined because OPPD no longer reports substations.
Revisions to the Sarpy County Emergency Response Plan, which is contained within the Sarpy County Local Emergency Operations Plan (LEOP), were distributed this year. The LEPC Resource Book was updated and distributed at the September 9, 1998 LEPC meeting.
A hazardous materials exercises was held on September 18, 1998. The exercise built on the lessons learned in previous hazardous materials exercises and while rewriting the LEOP. Another exercise is planned for next year.
The Nebraska Emergency Response Commission appointed the following LEPC members for one year terms effective September 16, 1998: John Benner, Paul Birney, Candace Borman, Rod Buethe, Ron Clark, Dave Coombs, Steven Danon, Keith Deiml, Robert DeVriendt, Mike Dineen, Tom Doolittle, Gary Fliehmann, Marilyn Gable, Robin Gullie, Tom Hanson, Ed Hunt, Steve Jordan, Scott Keep, Dennis Lauver, Marty Leming, Joseph Mastandrea, Travis Mayer, Clay Mayrose, Les McCubbin, George McTwiggan, Nancy Noda, Ken Noel, Daniel Peterson, Tim Schram, Pat Shannon, Chuck Sohm, John Strawn, Jerry Turgeon, Matt Wallace, Rich Weber , Louie Wilson, Steve Young, and Rolly Yost.
