The Sarpy County Emergency Planning Committee meeting was convened in open and public session at the Papillion Fire Hall on September 9, 1998 at 7:30 PM. The following members or alternates were present: Jeff Book (for Paul Birney), Candy Borman, Ron Clark, Dave Coombs, Mike Dineen, Bob DeVriendt, Gary Fliehmann, Marilyn Gable, Dave Grahm, Tom Hanson, Russell Iwan (for Scott Keep), Steve Jordan, Joe Mastandrea, Clay Mayrose, George McTwiggan, Nancy Noda, Ken Noel, Dan Peterson, Rod Ripley (for Rich Weber), Tim Schram, Vince Van De Velde (for Robin Gullie), Matt Wallace, Lou Wilson and Steve Young. Public attendees included Kevin Reeder and Dennis Svoboda.
Notice of the meeting was given in advance by publication in the
Bellevue Leader and the Papillion Times. Copies of the Proofs of Publication are on file
in the Sarpy County Clerk's Office. All proceedings were taken while the convened meeting
was open to the attendance of the public.
Roll call was accomplished by sign-in sheet and by voice, with membership advising their position and duties. Schram moved, seconded by Jordan, to approve the minutes of the June 10, 1998 LEPC meeting. Motion passed unanimously.
OFFICERS REPORTS:
There were no Officers' reports.
SUBCOMMITTEE REPORTS:
Exercise: Fliehmann reported on the hazardous materials table top exercise held for City of Bellevue staff. Noda reported on the mass casualty exercise held by Bellevue Volunteer Fire Department at Wake Robin School. Jordan advised that the PCS training railcar would be available for hazardous material training and exercises in August.
Finance: Peterson briefed the membership on the first appearance of the LEPC public education campaign in the local papers. The item appeared in the Bellevue Leader, Papillion Times, the Air Pulse and the Plattsmouth Journal. A Certificate of Appreciation will be given to PCS Nitrogen for funding the first round of public education. An LEPC checking account is being opened at Norwest Bank, with restriction to 10 deposits and 10 checks per month.
Peterson invited response personnel to contact Steve Jordan at 293-6215 to arrange training using the PCS Nitrogen Training Railcar when it visits LaPlatte between July 20 and August 28.
Legislative: A meeting will be held in Lincoln on November 5th and 6th regarding restrictions on placarding gas transports. Mastandrea advised that a statewide LEPC conference wuold be held in North Platte on November 6 and 7 if funding is available.
Response Plan: Mastandrea advised that LEPC Resource Book and LEOP updates are available.
Training: Mastandrea advised that CAMEO for Windows training is available for grouups of 6 to 12 students. The responder and planner course is 16 hours, the administrator course is 24 hours.
Chairman Danon briefed the membership on inactive members. The membership suggested several courses of action. The item was held over until the next meeting.
Peterson advised of Hazardous Materials training to be held in Kansas City on January 25th to 29th.
PROGRAM:
Mastandrea presented the new OREIS software as a response option.
NEW BUSINESS:
Peterson thanked the LEPC for their participation and contribution to preparedness.
After determining the agenda for the January 13, 1999, meeting,
Jordan moved, seconded by Hanson, to adjourn at 8:55 P.M. Motion passed unanimously.
