History - Rating: High

Accidental releases of ammonia, ammonium nitrate and nitric acid have been recorded at Arcadian Fertilizer in recent years. Several transportation accidents have occurred in recent years.

Vulnerability - Rating: High

A steady increase in population and industry also increases vulnerability to risk of death or injury in the event of a hazardous materials spill in Sarpy County. Advancing technology, and increased road and rail chemical traffic, will increase chemical traffic through Sarpy County in the future. The vulnerability of property will remain lower than that of persons.

Maximum Threat - Rating: Medium

A worst case scenario would occur if a hazardous material spill occurred in downtown Bellevue, resulting in a fire and explosion. The area is heavily populated and includes a junior high school.

Probability - Rating: Medium

Based on the average number of motor vehicles and trains carrying hazardous materials through Sarpy County, it is estimated that one hazardous materials transportation spill will occur every year.

General Comments:

Hazardous materials transportation will increase through Sarpy County in the future. Primary effects of a hazardous materials spill include explosion, fire, and radiation exposure. Secondary effects include major health hazard, evacuation, and contamination of water supplies.
