There has been little terrorist activity in Sarpy County in recent years.
Vulnerability - Rating: Medium
The area most vulnerable to terrorist activity is Offutt Air Force Base. Rural locations with expensive or specialized equipment, such as communications centers, are highly vulnerable to property damage but relatively low in vulnerability to people.
Maximum Threat - Rating: High
The worst case scenario would occur if all telephone communication were destroyed by bombing the switching centers in the county. A bomb blast at Offutt AFB could cause considerable injury and destruction. Bombing transmission wire towers could leave parts of the county without electricity. Explosives could cause the derailment of a freight train and cause a hazardous materials incident.
Probability - Rating: Medium
There appears to be only a slight likelihood of terrorist activity of major magnitude in Nebraska in the foreseeable future. However, recent activities in nearby states reinforce the possibility of future terrorist acts.
General Comments:
Primary effects of the terrorist activity include death, injury, explosion, and fire. Secondary effects include disruption of transportation, communication, and employment.
