Budget Message
2007 Fiscal Year
The proposed Sarpy County Budget for the 2007 fiscal year totals $98,781,682, an increase of $10,334,437 or 11.5% from the 2006 fiscal year. The total property taxes will increase by $2,842,327 for the 2007 fiscal year or 11.7%. Based on final valuation figures, the tax rate will remain the same at 29.99004. The taxes on a $100,000 property will increase from $300 to $316, for an average increase of $16 after factoring in the 5.3% average valuation increase due to reappraisal.
The primary issue in developing the budget for the 2007 fiscal year was to maintain the high level of law enforcement, road maintenance and construction, and other services, without increasing the County tax rate. Other features of the 2007 FY budget are:
1. Funding for road construction will increase by $5.3MM to $14.5MM. Reimbursement from the federal and local governments for road construction will increase by $3.0MM to $6.1MM.

3. Road funding includes a short/medium term loan of $3.6MM. Property tax funding for roads will remain static:

4. Funding of $500,000 in Jail budget for upgrade of Master Control System.
5. There is no increase in Prisoner Board of $650,000.
6. Funding of $120,000 was moved from Universal Hiring Grant to County General fund.
7. Funding of $850,000 for Courthouse Administrative Bond. Phase 1 of the project will provide additional space.
8. Payroll accrual budget was added in the amount of $250,000 to accumulate funds
for 27th payroll in 2012.
9. The Public Defenders office was increased by $150,000.
10. Juvenile Court Appointed Attorneys were increased by $41,000 and District Court Appointed Attorney were increased by $25,000.
The following departments have petty cash funds: County Attorney, $100; County Court, $200; Building and Planning, $100; Sheriff, $200; Landfill, $30; Purchasing, $100, Victim Witness, $25.
