To The Sarpy County Board of Commissioners: The Sarpy County Planning Commission held its regular monthly meeting Wednesday, October 18, 2000 in the County Board Room at the Sarpy County Courthouse, Papillion, Nebraska. Chair Meyer called the meeting to order at 7:30 p.m. with the following members present: Charles Buller, Charles Denny, John Johnson, Marcia Matthies, Joe Mangiamelli, Bill Leonard, Tom Wees and Alan Wear.. Absent was Wendy Gottsch and Denny Nichols. Cindy Gilbert, Recording Secretary was also present. Chair Meyer asked for any reports from commissioners. County Commissioner Tom O =Hara presented a plaque and thanked Bill Leonard for his service and dedication to the County through the Planning Commission.Bill accepted the plaque and explained he would be joining his wife in Florida as soon as his house had sold here. He thanked the other members of the planning commission and noted he had enjoyed serving in this capacity.

REGULAR AGENDA ITEMS: =Keeffe, NP Dodge, agent for Qwest Wireless, 12915 West Dodge Road, Omaha, requests approval of a special use permit to build a monopole tower approximately 188' in height on the following described property, to wit: Lot 1, Valley Ridge Business Park, a subdivision as surveyed, platted and recorded in Sarpy County, Nebraska. (142nd Street and Cornhusker) =Keeffe introduced himself as the agent for Qwest Wireless, and asked for permission to build a monopole tower approximately 188' in height. He indicated that since it did not exceed the 200' limit by the FAA, it would not require any lighting, nor would it require fencing. He added that he thought this might be the last one Qwest would be needing for a while. A letter from Mr. O =Keeffe was read into record stating that Qwest Wireless has attempted to arrange for co-location at all three existing sites, but have been unable to reach an equitable agreement with the tower owners. The new facility will be able to accommodate two or more additional carriers.Mangiamelli moved, seconded by Johnson to recommend approval of the special use permit to build a monopole tower as it meets the county =s zoning regulations. Ballot: Ayes - Buller, Denny, Leonard, Johnson, Matthies, Mangiamelli, Wees and Wear. Nays - none. Absent - Gottsch and Nichols. Motion carried.3. Jerry Slusky, attorney for RF Wireless Systems, 2120 S. 72nd St., #800, Omaha, requests approval of a special use permit to build a monopole tower on the following described property to wit: That part of Lot 30B, Prairie Corners, located in Sec 26, Twp 14N, Rng 11E of the 6th P.M., Sarpy County, Nebraska. (147th & Custer Road)

Larry Hagewood, agent for Tiburon Limited Partnership, 11850 Nichols Street, Omaha, Nebraska, requests approval of a change of zone from AG to RS-72PD on the following described property, to wit: Being a replat of Lots 397 & 398, Tiburon, located in the NW1/4 of Sec 28, Twp 14N, Rng 11E of the 6th P.M., Sarpy County, Nebraska. (180th Street, approximately 2 mile south of Cornhusker)2 to 2 acres and would be 6' to 8' deep. It would probably have a clay packed lining. John Vandenbroucke questioned what RS-72 meant. Chair Meyer requested that Section 16 of the Zoning Ordinance be read to answer Mr. Vandenbroucke =s question.Also read into record was the letter from Tom Lynam, County Surveyor, requesting that they look at eliminating the two southerly circles by connecting a through street and adding a roadway to connect to 180th Street. He also indicated that 180th Street should include an additional 17.0' of Right-of Way. Discussion ensued concerning an emergency entrance from 180th Street, keeping the area secluded, lining the lake, water runoff and grading. Mangiamelli moved, seconded by Leonard, to recommend approval of a change of zone from AG to RS-72PD as it complies with the comprehensive development plan. Ballot: Ayes - Buller, Denny, Johnson, Leonard, Matthies, Mangiamelli, Wees and Wear. Nays - none. Absent - Gottsch and Nichols. Motion carried. 7. Larry Hagewood, agent for Tiburon Limited Partnership, 11850 Nichols Street, Omaha, Nebraska, requests approval of a preliminary plat on a subdivision to be known as Lakeside at Tiburon on the following described property to wit: Being a replat of Lots 397 & 398, Tiburon, located in the NW1/4 of Sec 28, Twp 14N, Rng 11E of the 6th P.M., Sarpy County, Nebraska. (180th Street, approximately 2 mile south of Cornhusker)=s request for a 17.0' easement as it complies with the comp plan and adheres to the zoning regulations. Ballot: Ayes - Buller, Denny, Johnson, Leonard, Matthies, Mangiamelli, Wees and Wear. Nays - none. Absent - Gottsch and Nichols. Motion carried. 9. Recommend revisions to Sarpy County Landscape Ordinance.
