To The Sarpy County Board of Commissioners:
The Sarpy County Planning Commission held its regular monthly
meeting Wednesday, December 19, 2001 in the County Board Room at the Sarpy
County Courthouse, Papillion, Nebraska. Chair Meyer called the meeting to order
at 7:30 p.m. with the following members present: Charles Buller, Charles Denny,
Marcia Matthies, Wayne LaBart, Don Meyer, Denny Nichols and Alan Wear. Absent
were Donald Fenster, John Johnson, Pam Buethe and Tom Wees. Tamra Walz, Deputy
County Attorney was present. Ken Tex, Planning & Zoning Coordinator and
Alicia Myers, Recording Secretary, were also present.
Chair Meyer asked for commissioner reports. There were none.
*Pam Buethe entered the meeting at 7:32 P.M*
Chair Meyer asked for a motion to approve the agenda as
submitted. Wear moved, seconded by Labart to approve the agenda as submitted.
Ballot: Ayes - Buller, Denny, Matthies, LaBart, Nichols, Buethe and Wear.
Nays - none. Abstain - none. Absent - Fenster, Johnson and Wees. Motion
carried.
Chair Meyer asked for a motion to approve the minutes of
the November 21, 2001 meeting. Wear moved, seconded by Labart to approve the
minutes as submitted. Ballot: Ayes- Denny, Labart and Wear. Nays - none.
Abstain - Buller, Matthies, Nichols and Buethe. Absent - Fenster, Johnson and
Wees. Motion failed.
I. CONSENT AGENDA ITEMS:
1. John & Patricia Wawrzynkiewicz, 1107 Magnolia
Cir, Papillion requests approval of a Special Use Trailer Permit to park a
single wide mobile home for recreational use only on the following described
property, to wit: Lot 216, Hanson Lake located in Sec 27, Twp 13N, Rng 13E of
the 6th P.M., Sarpy County, Nebraska.
2. James & Patricia Mischo, 1019 Shoal Drive, Carter
Lake requests approval of a Special Use Trailer Permit to park a single wide
mobile home for recreational use only on the following described property, to
wit: Lot 53P, Vencil’s Island located in Sec 20, Twp 14N, Rng 10E of the 6th
P.M., Sarpy County, Nebraska.
Chair Meyer read consent agenda into record and asked if
any of the applicants were present. Mr. Wawrzynkiewicz was present. Chair
Meyer explained that these trailers were in a flood prone zone and
encouraged precaution.
Buethe moved, seconded by Matthies to approve the consent
agenda items #1 & #2 for three years, renewable by publication, as it
meets the County zoning requirements. Ballot: Ayes - Buller, Denny, Matthies,
LaBart, Nichols, Buethe, and Wear. Nays - none. Abstain - none. Absent -
Fenster, Johnson and Wees. Motion carried.
II. REGULAR AGENDA ITEMS:
1. Kevin Hopp, 17312 Iris Circle, Omaha requests
approval of a Final Plat on a subdivision to be known as Castel’s First
Addition on the following described property, to wit: Being a platting of part
of the W1/2 of Sec 19, Twp 13N, Rng 13E of the 6th P.M., Sarpy
County, Nebraska.
Mr. Kevin Hopp introduced himself and asked for approval
of the final plat for Castel’s First Addition.
Ken Tex told the commission that Mr. Hopp has made all of
the changes to the final plat that were requested by the commission at the
time of the preliminary plat.
Matthies moved, seconded by Labart to recommend approval
of the Final Plat of Castel’s First Addition as the requested changes have
been met and it meets the comp plan and complies with the zoning regulations.
Ballot: Ayes - Buller, Denny, Matthies, Labart, Nichols, Buethe, and Wear.
Nays - none. Abstain - none. Absent - Fenster, Johnson and Wees. Motion
carried.
2. Chuck & Marci Zegers requests approval of a Change
of Zone from AG to AGD on the following described property, to wit: Being a
platting of part of the S1/2 of the NE1/4 of Sec 34, Twp 13N, Rng 10E of the 6th
P.M., Sarpy County, Nebraska.
Ken Tex explained to the commission why the change of zone
was in the Zegers name.
Susan Bliss introduced herself to the commission and
explained that she is purchasing 10 acres from her father, and is requesting
the change of zone to build a home. She stated that the property has been
deeded to Chuck and Marci Zegers, Zegers Construction, to build the home. Once
the home has been built, and she pays the Zegers, the property will be deeded
back to her.
(2) LaBart moved, seconded by Wear to recommend approval
of the change of zone from AG to AGD as it complies with the comp plan and
zoning regulations. Ballot: Ayes - Buller, Denny, Matthies, LaBart, Nichols,
Buethe and Wear. Nays - none. Abstain - none. Absent - Fenster, Johnson and
Wees. Motion carried.
3. Raymond & Susan Bliss, 21761 Highview Street,
Gretna requests approval of a Preliminary/Final Plat on a subdivision to be
known as Hintz’s Bliss on the following described property, to wit: Being
a platting of part of the S1/2 of the NE1/4 of Sec 34, Twp 13N, Rng 10E of
the 6th P.M., Sarpy County, Nebraska.
Nichols moved, seconded by Buller to recommend
approval of the Preliminary/Final Plat for a subdivision to be known as
Hintz’s Bliss as it meets the zoning regulations. Ballot: Ayes - Buller,
Denny, Matthies, LaBart, Nichols, Buethe and Wear. Nays - none. Abstain -
none. Absent - Fenster, Johnson and Wees. Motion carried.
III. CORRESPONDENCE:
Tamra Walz gave an update of the County Board of
Commissioners December 11 meeting indicating that the County Board approved
all the zoning agenda items.
Ken Tex requested that the Fire Chiefs concerns be put on
next months agenda for the commission to vote on. Ken said that he would try
to get comments from all the cities, with there responses, for the commission.
IV. ADJOURNMENT:
Being no further discussion, Matthies moved,
seconded by Buethe, to adjourn the meeting. By a unanimous oral vote, Chair
Meyer declared the meeting adjourned at 7:50 p.m.
